Das Verhältnis von Stadt und Land hat sich im Laufe der Jahre gewandelt: an die Stelle eines hierarchischen Verhältnisses ist ein Netzwerkgefüge mit vielfältigen funktionalen Beziehungen getreten. Interkommunale Kooperation und Regional Governance spielen bei der Bewältigung der sich aus Globalisierung und wirtschaftlichem Strukturwandel ergebenden Herausforderungen eine immer wichtigere Rolle. Die vorliegende Studie charakterisiert und analysiert die wichtigsten Stadt-Umland-Prozesse der letzten Jahre in Ost- und Westdeutschland. Sie stellt unterschiedliche Formen interkommunaler und regionaler Kooperation dar und diskutiert die verschiedenen hier eingesetzten Instrumente und Modelle, auch in Bezug auf grenzüberschreitende Kooperationen. Dabei wird insbesondere auch der zeitliche Verlauf des Paradigmenwechsels von hierarchischer Steuerung mit linearen Planungsprozessen hin zu kooperativen, partizipativen Planungs- und Steuerungsformen herausgearbeitet. The relationship between town and country has changed over the course of time: what was once a hierarchical relationship has been replaced by a network-like structure displaying a wide range of functional linkages. In coming to terms with the challenges arising from both globalisation and economic restructuring, more and more importance is coming to be attached to intermunicipal partnerships and regional governance. This study characterises and analyses the most important processes recently to affect towns or cities and their hinterlands in both eastern and western Germany. It outlines different types of intermunicipal partnerships and forms of regional co-operation and discusses the various instruments and models which have been implemented – also in the context of cross-border co-operation. Particular attention is directed to tracing through time the course of the paradigm shift away from hierarchical control (characterised by linear planning processes) towards co-operative and participatory forms of planning and control. Building on a survey of the current state of research into the processes affecting towns and their rural hinterlands, and of intermunicipal co-operation, this study concludes by setting out a number of open questions in various research fields.... view less
