Zwischen siedlungsstruktureller Entwicklung einerseits und infrastrukturellen Leistungen andererseits herrscht ein enges "wechselseitiges Bedingungsverhältnis", wie Klaus Beckmann vor über 20 Jahren konstatierte. Dennoch ist das Verhältnis zwischen Infrastrukturplanung und Raumplanung in Deutschland generell von mangelnder Abstimmung geprägt. Kommunale Bauleitpläne nehmen selten Rücksicht auf stadttechnisch optimale Lösungen; Raumordnungspläne nennen Anlagen und Netze der Ver- und Entsorgung meist nur in Form einer nachrichtlichen Übernahme aus Fachplanungen. Umgekehrt wird von vielen Ver- und Entsorgungsbetrieben eine enge Abstimmung mit Stadt- und Regionalplanern nicht ernsthaft gesucht. Mit diesem Beitrag werden die Gründe für die unterentwickelte Zusammenarbeit von Infrastruktur- und Raumplanung in der Praxis erforscht. Dies geschieht auf der Grundlage einer kritischen Reflektion darüber, was unter Infrastrukturplanung zu verstehen ist, wie sie der Raumentwicklung dienen kann, wer Infrastruktur plant und wo - unter den veränderten Rahmenbedingungen heute – der besondere Planungsbedarf liegt. Aus der Analyse werden folgende Faktoren als maßgeblich für die begrenzte Kooperation der beiden Planungssysteme benannt: die kultivierte "Unsichtbarkeit" technischer Infrastruktursysteme, die ökonomische Ausrichtung investiver Infrastrukturplanung seit den 1960er fahren, die Technikzentriertheit betrieblicher Infrastrukturplanung, die Fragmentierung und nur partielle Kodifizierung infrastruktureller Planung sowie eine geringe Wertschätzung der raumstrukturierenden Bedeutung technischer Infrastrukturen seitens vieler Stadt- und Regionalplaner.... view less

As Klaus Beckmann stated more than 20 years ago, there is an inherent interdependency
between the structural development of residential space and the infrastructural services.
Lack of coordination nevertheless characterises the relationship between infrastructural planning and spatial planning in Germany. Municipal building guidelines seldom consider
optimal technical solutions and regional planning generally refers to plants and networks
for supply and disposal only by reference to sectoral maps. And vice versa, many supply
and disposal companies are not seriously interested in strict coordination with city and
regional planners. This paper investigates the reasons for the underdeveloped cooperation
between infrastructural and spatial planning in practice. The basis is a critical analysis of
the meaning of infrastructural planning, how this can serve spatial development, who is
planning the infrastructure and where, given today's changed framework conditions, the
particular need for planning lies. The analysis yields the following decisive factors explaining
the limited cooperation between the two planning systems: the cultivated "invisibility" of
technical infrastructure, the economic bias of investment for infrastructure since the sixties,
the techno-centred planning of company infrastructure, the fragmentation and only partial
codifi cation of infrastructural planning and the contempt of many city and regional plannersfor the effects of technical infrastructure on spatial structuring.... view less
