"Sozialwissenschaftler verwenden nicht selten die Metapher der Evolution, um Transformationsprozesse verschiedener Gegenstände, z.B. Volkswirtschaften, zu beschreiben. Obgleich auch Politikfelder Wandlungen unterliegen, existiert in der Politikwissenschaft bisher keine Theorie, die geeignet wäre, diesen Veränderungsprozess darzustellen. Gleichwohl unterscheiden einige Autoren 'junge' und 'alte' Politikfelder. Die vorliegende Analyse politikwissenschaftlicher Beiträge zeigt, dass in der Literatur vier Modelle der Ausreifung von Politikfeldern zumindest implizit verwendet werden. Die Autoren bewerten diesen Wandel stets als positiv. Am Ende der Entwicklung scheinen politische Kompromisse oder andere begrüßenswerte Ergebnisse zu stehen. Der Aufsatz plädiert dafür, eine Theorie zu entwickeln, mit deren Hilfe die Transformation von Politikfeldern als Reifeprozess dargestellt werden kann." (Autorenreferat)... view less

"Occasionally social scientists use the metaphor of evolution to describe transformation processes in different fields, e.g. of national economies. Although policy subsystems also change there does not yet exist any political science theory to pinpoint this process of change. Nevertheless, some authors distinguish between 'young' and 'old' policies. An analysis of political science texts reveals that at least implicitly four models of the maturing of policies are being used. Authors always consider such changes as positive. It seems that, in the end, such developments lead to political compromise or other desirable outcomes. This essay pleads for the generation of a theory allowing to describe the transformation of policies as a process of maturing." (author's abstract)... view less
