Die postfossile Blackbox: Alternative Antriebsaggregate im Rückspiegel vergangener Verkehrsvorhaben

Abstract

"Innovative Expertensysteme stehen als Teil von sozio-technischen Konstellationen vor der Herausforderung, Neues mit Altem zu verbinden. Die bestehenden Konstellationen lassen sich dabei als Blackbox beschreiben, da sie unhinterfragt bleiben, so lange sie nicht von Experten problematisiert und neu verhandelt werden. Am Ende muss jedoch ein Beschluss erfolgen, um Sicherheit und Vertrauen gegenüber den Laien wieder herzustellen. Wissenschaftliche, technische und wirtschaftliche Experten des Verkehrsvorhabens Clean Urban Transport for Europe beziehen diese Blackbox-Eigenschaft mit ein. Sie versuchen, die Innovation der mobilen Brennstoffzelle nach dem Add-On-Prinzip in bestehende Infrastrukturen hinein zu implementieren, d.h. hergebrachte Eigenschaften des öffentlichen Busverkehrs, z.B. zentrale Betankung und planbarer Betrieb können weiterhin genutzt werden. Das Henne-Ei-Problem, dass keine Infrastruktur ohne Fahrzeug und kein Fahrzeug ohne Infrastruktur Sinn macht, soll so überwunden werden. Zwischen den Experten entsteht jedoch neuer Aushandlungsbedarf, was sich rückblickend am gescheiterten Projekt des französischen Elektrofahrzeugs zeigen lässt. Der wieder entdeckte Batteriebetrieb gilt heute zunehmend als Alternative zur Brennstoffzelle, was eine Schließung des Verhandlungsraumes zusätzlich erschwert." (Autorenreferat)

"As a component of socio-technical constellations, innovative expert-systems face the challenge of combining new ideas with old concepts. Existing constellations can be considered as black-boxes because they are taken for granted as long as they have not been questioned by experts or become the subject of negotiation. There is a necessity to find a solution to the problem of how to create certainty and trust for the layperson. Experts in the fields of science, technology and economics have incorporated these qualities of black-boxes in their transportation project Clean Urban Transport for Europe. An important aim of this project is to find ways to implement the innovation of the mobile fuel-cell into existing infrastructure. This means that traditional features of public transport systems, e.g. central petrol filling stations, and reliable timetables and routes can still be retained, thereby solving the problem of the chicken or the egg: no infrastructure without a vehicle, and no vehicle without the necessary infrastructure. The need for further negotiations has emerged, as can be seen with regard to the failure of the French electric vehicle project. The battery operated vehicle has been rediscovered, and is increasingly being considered as an alternative to the fuel-cell, thus serving to keep the debate open for quite some time."
