Abstract "Das Papier liefert einen Beitrag zur aktuellen Diskussion über die Finanzierung des Gesundheitswesens. Es werden die Problemfelder und mögliche Lö sungen aufgezeigt. Der vom wissenschaftlichen Beirat des Bundesfinanzministeriums vorgeschlagene Gesundheitsfonds erweist sich dabei in mehrfacher Hinsicht als hilfreiches Instrument. So könnten ohne bürokratischen Aufwand Steuermittel zur Finanzierung der bisherigen versicherungsfremden Leistungen in das Gesundheitssystem gebracht werden. Gleichzeitig könnten damit auch die Grundlagen für einen fairen Wettbewerb unter den gesetzlichen Kassen sowie zwischen gesetzlicher und privater Krankenversicherung geschaffen werden." "The paper contributes to the current discussion about financing health care in Germany. It highlights the problems of the current system and potential solutions. The authors find that the general health fund (Gesundheitsfonds, Inkassostelle) proposed by the scientific committee of the Federal Ministry of Finance proves a useful instrument in several respects. It would facilitate the transfer of tax revenues for financing children's health insurance and other social policy measures, which have so far been financed almost exclusively by the insured employees. At the same time it would create a fair basis for competition among public health insurance funds and between public and private insurance." (author's abstract)
