'For Russian society the year 1998 was a painful departure of an apparently successful development of the systemic transition and collapse of a macroeconomic stabilisation and a gradual normalisation of the everyday-life. That severance was connected with a noticeable decline of material prosperity of the population but not with any radicalisation of social and political feelings of the core of the society. Based on results of an all-Russian monitoring of the RIISNP it is approved that under a step by step worsening of the economic situation of a broad strata of the Russian society and political anomie no breakthrough of Russia towards a 'normality' will be possible but also no totalitarian deconstruction of the political system is to be worried about.'
