Dieser modulare und hierarchisch strukturierte Bezugsrahmen besteht aus verschiedenen Akteurmodellen. Die Akteurmodelle werden mittels einer modifizierten Wert-Erwartungstheorie und mit Hilfe von Fuzzy-Logik situationsgemäß spezifiziert, womit zugleich der Selektionsalgorithmus modelliert ist.
