Kultur und Peripherie - zu den gesellschaftlichen Funktionen von Kulturinitiativen für die Entwicklung der Wiener Außenbezirke

Abstract

"Die Zielsetzung des vorliegenden Beitrags besteht darin, die gesellschaftlichen Funktionen von lokalen Kulturinitiativen für die kulturelle, städtebauliche, wirtschaftliche und soziale Entwicklung von peripheren Stadtteilen in Wien zu analysieren. Der zentralen Fragestellung, welche Beiträge die Kulturprojekte zur Entwicklung der jeweiligen Stadtviertel leisten können, wird mit Hilfe einer Befragung von politischen Repräsentanten, Fachleuten für Stadtentwicklung und Kulturexperten nachgegangen. Die Untersuchungsergebnisse zeigen, dass Kulturinitiativen besonders in den Bereichen Demokratisierung von Kultur, städtebauliche Entwicklung, Verbesserung der Lebensqualität, Integration, Partizipation, Identifikation mit dem Wohnumfeld sowie neue Images für städtische Randgebiete bedeutende Inputs leisten können. Damit die Kulturinitiativen ihre gesellschaftlichen Aufgaben für die Entwicklung peripherer Stadtviertel erfüllen können, ist eine entsprechende finanzielle Unterstützung durch die Stadt Wien erforderlich." "The present article aims to analyse the social functions of cultural facilities for the cultural, urbanistic, economic, and social development of urban peripheries in Vienna. The basic research question focuses on the impact of these venues on local urban development. This question is studied on the basis of a series of interviews with local political representatives as well as with experts in the fields of urban development and culture. The study results show that cultural facilities are in a position of making valuable contributions in a number of societal fields, i.e., democratisation of culture, urbanism, improvement of living conditions, integration, participation, identification of the population with their habitat, and the creation of new images for urban fringe areas. To be in a position of fulfilling their various social functions, the cultural facilities should receive adequate financial support by the municipality of Vienna." (author's abstract)
