'Bei der Wiener Landtags- und Gemeinderatswahl im Oktober 2005 durften 16- bis 18-Jährige in Wien das erste Mal wählen. Die vorausgegangene Diskussion um die Wahlaltersenkung wurde kontrovers und auf Basis generalisierter Einschätzungen von Jugendlichen geführt. Politikverdrossenheit, politische Gleichgültigkeit und fehlende Werthaltungen waren Annahmen, die gegen eine Wahlaltersenkung sprachen. Die empirischen Ergebnisse zeigen, dass sich politische Gleichgültigkeit nicht auf das Interesse an politischen Fragestellungen bezieht, sondern auf die Parteien und Institutionenordnungen. Demgegenüber konnten hohe Ansprüche der ErstwählerInnen an den Wahlakt selbst festgestellt werden: Jugendliche schreiben ihm stabilisierende, legitimierende und die eigenen Werthaltungen bestätigende Kraft zu. Der Beitrag kommt zum Schluss, dass die frühe Einbindung von Jugendlichen in institutionalisierte Partizipationsverfahren, wie z.B. 'In October 2005, 16 to 18 year old teenagers - for the first time - were allowed to participate in the Viennese local elections. Previously, the lowering of the voting age was discussed controversially, carried by critical assumptions about young people's disenchantment with politics, their political interest and a lack of values. The empirical research, however, shows that political disinterest does not refer inherently to political topics in general, but addresses more the political parties and the institutional setting. Furthermore, the author found that young people place high demands on the ballot itself, provided that voting has a stabilising, legitimating effect and confirms their own values. In the conclusions it is claimed that the early integration of young people into the institutional procedures of participation and elections probably will increase the chance of continued voting.'
