"Die vollständige Wiedereingliederung Frankreichs in die NATO ist eines der
außen- und sicherheitspolitischen Kernthemen des Präsidenten Nicolas Sarkozy.
Heute unternimmt Frankreich einen neuen Anlauf, um die letzten Folgen
des Beschlusses von Charles de Gaulle aus dem Jahr 1966 zu überwinden. Drei
Aspekte werden diesen Prozess charakterisieren: 1) Neue Rahmenbedingungen: Anders als 1995/1996 leistet Paris heute den zweitgrößten Beitrag an Personal und ist drittgrößter Beitragszahler der NATO. Seine Kommandozentralen sind von der NATO zertifiziert, und es hat an den meisten
NATO-Einsätzen in der jüngeren Vergangenheit teilgenommen. 2) Alter Prioritätenkonflikt: Sarkozy will die Annäherung an die NATO an eine Fortentwicklung und Stärkung der Europäischen Sicherheits- und Verteidigungspolitik koppeln. Doch ist auch unter ihm nicht abzusehen, wie
beide Ziele konstruktiv miteinander verbunden werden können. 3) Langfristige Entwicklung: Aufgrund der neuen Rahmenbedingungen kann ein kurzfristiges Scheitern von Sarkozys Offensive ausgeschlossen werden. Da auch die gleichzeitige Überwindung von Widerständen in den USA und in Europa gegen eine Neuausrichtung der transatlantischen Sicherheitspolitik kaum möglich
sein wird, ist das Szenario einer langfristigen, allmählichen Entwicklung
das wahrscheinlichste. Wichtige Rollen in diesem Prozess könnten einem
neuen amerikanischen Präsidenten und einem fortentwickelten europäischen

"In the French President's discourse about foreign and security policy one of the
core subjects is the complete reintegration of France into NATO. Nowadays France is making a new effort, in order to overcome the last remaining consequences from Charles De Gaulle’s decision in the year 1966. Three aspects will characterize this process: 1) A new framework: Different from 1995/96 France today is providing the second largest troops contingent to NATO and pays the third largest financial contribution to NATO. Its command centers are certified by NATO, and it took an
active part in most NATO operations in recent years. 2) Old conflict of priorities: Sarkozy wants to peg the rapprochement to NATO to the development and strengthening of the European Security and Defense Policy. Yet under him, too, there is no obvious way, how both goals can be combined
constructively. 3) Long-term development: A failure of Sarkozy's initiative in the near future is
improbable because of the new parameters. On the other hand, it is nearly impossible that the opposition in the USA as in Europe against a new orientation of the transatlantic security policy can be overcome simultaneously. Therefore the scenario of a long-term, gradual development is the most probable. A new American president and an advanced European security concept will play important roles in this process."
