"Seit den neunziger Jahren strebt Frankreich eine generelle Verringerung der
Arbeitszeit an und verfolgt zugleich eine speziell auf den Niedriglohnsektor
ausgerichtete Politik. Während die Politik der Arbeitszeitreduzierung nun zunehmend
in Frage gestellt wird, wird die Niedriglohnpolitik fortgeführt. Diese Politik basiert zum einen auf der Senkung der Sozialbeiträge, durch die Anreize für die Beschäftigung von Niedrigqualifizierten geschaffen werden sollen. Die Einführung eines Kombilohns in Form einer Beschäftigungsprämie soll zum anderen Sozialhilfeempfänger und Menschen mit dem sozialen
Mindesteinkommen RMI dazu anregen, eine Beschäftigung aufzunehmen. Dabei soll die Kaufkraft der Niedriglohnempfänger gestärkt werden, ohne die Lohnkosten für die Arbeitgeber zu erhöhen.
Um die Arbeitslosigkeit gering qualifizierter Menschen auf Dauer zu senken, ist
eine erfolgreiche Wachstums- und Beschäftigungspolitik auf der Grundlage der
Wirtschafts- und Währungsunion erforderlich: Im Vordergrund wird hierbei eine
größere Reaktionsbereitschaft der Geldpolitik auf Konjunkturflauten sowie eine
bessere Koordinierung von Geld- und nationalen Wirtschaftspolitiken stehen.
Dringend erforderlich sind zudem massive Investitionen in die
Wissensgesellschaft im Sinne der Lissabon-Strategie, um die zumeist nur ungenügende
Qualifikation der Erwerbstätigen in Frankreich zu verbessern." (Autorenreferat)... view less

"Since the 1990s the French policy has aimed at a general reduction of working hours and pursued a policy focused on the low-wage labour market. The policy of a reduction of working hours is increasingly being questioned, yet the political strategy focused on the low-wage labour market seems to be pursued. On the one hand, this policy is based on a reduction of social insurance contributions, intended to stimulate employment of low-skilled workers. On the other hand, the introduction of a combined wage, a type of employment bonus is planned as an incentive for welfare recipients and people living on RMI (social minimum income) to enter the labour market. This instrument is expected to increase the purchase power of low-wage workers without raising
the employers' contribution. A successful income and employment policy within the economic and monetary union is essential for a sustainable reduction of unemployment of low-skilled
workers. Here, the priorities will be a more flexible monetary policy and an improved co-ordination of monetary policy and national economic policy. Furthermore, a massive investment in the advancement of a knowledge-based society is imperative to improve the often insufficient qualification of French employees." (author's abstract)... view less
