"Mit der 2007 aufgenommenen 'Strategie für eine neue Partnerschaft' ist das energiereiche Zentralasien verstärkt ins Blickfeld der EU-Außenpolitik gerückt. Hauptzielsetzung der EU ist, einen ordnungs- und entwicklungspolitischen Ansatz mit dem Durchsetzen von wirtschaftlichen, energie- und sicherheitspolitischen Interessen zu verbinden und die vorhandenen Beziehungen mit der Region zu vertiefen. Die vorliegende Studie befasst sich vornehmlich mit den europäischen Ambitionen im Energiebereich. Es wird das Argument vorgebracht werden, dass die anvisierte Partnerschaft vor dem Hintergrund der innenpolitischen Strukturen Zentralasiens, des konditionalen Ansatzes der EU sowie aufgrund der internen und externen (geo-)politischen wie wirtschaftlichen Zwänge, mit denen sich Brüssel in diesem Zusammenhang konfrontiert sieht, als wenig erfolgsversprechend zu betrachten ist." "Launched in 2007, the 'Strategy for a New Partnership' has increasingly put Central Asia into the focus of European foreign policy. Seeking to combine a regulatory and developmental approach with its interests in the economic, energy, and security realms, the EU hopes to deepen the relationship with the region. The following analysis will deal with the European ambitions in the energy sector in particular and put forward the argument that, taking into account the internal political structures of Central Asia, the EU's conditional approach as well as the internal and external (geo-)political and economic constraints Brussels is confronted with in this context, the projected partnership can hardly be considered as promising."
