Abstract

"Die Stärkung privater Strukturen in der Arbeitsverwaltung steht nicht nur in Deutschland als Folge der Hartz-Kommission im Zentrum des politischen Interesses. Andere Länder, beispielweise Australien, haben diesbezüglich schon weitreichende Reformen implementiert. Daher lohnt ein Blick auf die andere Seite des Globus. Das Discussion Paper stellt zum einen die neuen Institutionen, Vergabeverfahren und Anreizsysteme der Arbeitsverwaltung in Australien dar. Zum anderen wird eine erste Analyse der Erfahrungen vor dem theoretischen Hintergrund der Neuen Institutionenökonomik vorgenommen." (Autorenreferat)

"Privatisation is one of the priority issues in the reform of the Public Employment Service. Not only in Germany, particularly following the Hartz-Commission, but also in other countries the enhancement of private elements in the delivery of public employment services has received increasing attention. This Discussion Paper has two aims. Firstly, it describes the Australian reform including the new institutions, bidding procedures and incentive mechanisms. Secondly, making use of the theoretical framework of New Institutional Economics, it analyses the most important strengths and weaknesses of the new regime." (author's abstract)
