%X "Unter Entwicklungspolitikern besteht weitgehend Konsens darüber, was eine Entwicklungsrunde ausmachen würde. Die handelspolitischen Entscheidungsträger in den Industrieländern fühlen sich diesem Konsens - entgegen ihrer eigenen Rhetorik - nicht verpflichtet. Sie tragen daher die Hauptverantwortung für das Scheitern in Cancún. Das Scheitern der Konferenz bedeutet noch keinen Erfolg für die Entwicklungsländer, da sie ihre handelspolitischen Ziele nicht erreicht haben. Es bleibt zu hoffen, dass der Schock von Cancún zu einer stärkeren Kompromissbereitschaft vor allem der Industrieländer, aber auch der Schwellen- und Ankerländer führt, um die WTO entwicklungsfreundlicher zu gestalten. Gelingt dies nicht, droht ein Zerfall der multilateralen Handelsordnung." (Autorenreferat)
%X "Development scholars largely agree on what would constitute a development round. In contrast to their own rhetoric, however, trade policy makers in industrialized countries do not feel obliged by this consensus. It is therefore they who bear the main responsibility for the failure of Cancún. The conference's failure does not mean a success for developing countries since they failed to achieve their trade-policy goals. What remains is the hope that the shock of Cancún will lead to a greater willingness to compromise, above all on the part of the industrialized countries, but also on the part of NICs and anchor countries, with a view to giving the WTO a more development-friendly shape."
