%X "Unter dem Begriff der 'Hilfe zur Arbeit' subsumiert das Bundessozialhilfegesetz die arbeitserzieherischen Instrumente der Sozialhilfe. Der Beitrag stellt zunächst die historische Verbindung von Fürsorge und Arbeitsdisziplinierung im Kontext der unterschiedlichen kapitalistischen Epochen dar, um darauf aufbauend die Entwicklungstendenz der 'Hilfe zur Arbeit' innerhalb der letzten beiden Jahrzehnte zu untersuchen. Dabei wird gezeigt, dass die arbeitsdisziplinierenden Elemente der 'Hilfe zur Arbeit' mit dem Anstieg der Arbeitslosigkeit sowohl auf bundespolitischer als auch auf kommunaler Ebene an Bedeutung gewonnen haben. Das duale System von Arbeitslosen- und Armensicherung verhindert jedoch eine effiziente Umsetzung der ganzheitlichen Erfassung der Arbeitslosen. Mit der aktuellen im Rahmen der so genannten Hartz-Kommission entwickelten Arbeitsmarktreform, zeichnet sich eine Lösung dieses Problems ab. Dabei tangiert das liberale Paradigma zusehends den Bestand der sozialen Bürgerrechte." (Autorenreferat)
%X "Under the term 'Hilfe zur Arbeit' (aid for work) the German Federal Law of social welfare subsumes all kinds of labour disciplining instruments. First, the paper shows the historical connection of welfare and labour disciplining mechanisms in the context of different periods within capitalist development. In a second step, against the background of historical experiences, we will analyse the trends of 'Hilfe zur Arbeit' during the past two decades. It will be shown that by the rise of unemployment, the impact of labour disciplining aspects of 'Hilfe zur Arbeit' has increased both on the federal and on the municipal level. But the dual system of unemployment and pauper relieve prevents so far an integral monitoring of the un-employed. As part of recent labour market reforms, the proposals made by the 'Hartz-Committee' may define a solution. For this reason the leverage of the liberal paradigm would take place even in the core of social rights." (author's abstract)
