"This study analyses options to improve the division of labour between the various donors of the European Union: the European Commission and the Member States. It was commissioned by the German Federal Ministry for Economic Co-operation and Development (BMZ). However, it is the responsibility of the German Development Institute (DIE) alone and any conclusions should not be attributed to BMZ. The study is part of a research project on division of labour in EU development co-operation of DIE, the Centre of International Relations at the University of Ljubljana and the Centre of African and Development Studies at the Technical University of Lisbon. Case studies on the possible roles of the New Member States and Portugal in a division of labour will be published in another DIE discussion paper." (author's abstract)... view less
