Für die Deutung der deutschen Geschichte im 19. und beginnenden 20. Jahrhundert wird oft ein Mißlingen des für eine erfolgreiche Demokratisierung notwendigen Zusammengehens von sozialökonomischer und politischer Entwicklung angenommen. Dabei werden meist die traditionellen Eliten - Militär, Regierung, Verwaltung - untersucht, selten dagegen die parlamentarischen Führungsgruppen. In diesem Artikel werden die strukturellen Voraussetzungen für deren Auseinandersetzung mit den traditionellen Eliten als unzureichend und sich während des Kaiserreiches verschlechternd beschrieben. Die Regierung wendete den Grundsatz 'divide et impera' erfolgreich an und konnte die parlamentarischen Führungsgruppen von einer Zusammenarbeit und damit einer stärkeren Einflußnahme auf den politischen Entscheidungsprozeß abhalten. 'The failure of parliamentarisation of the German Kaiserreich has been a main subject of historical research and reasoning since the 1960s. While there has always been concern with the impact of mentalities and behavior of the 'traditional' elites in the government, the military, and the administration, relatively little systematic concern has been given to the parliamentary leadership groups - the potential champions and profiteers of parliamentarisation. In this article it is argued and confirmed by comprehensive evidence that the structural prerequisites for their successful competition with the traditional elites were deficient and detereorating during the Kaiserreich. We find a pattern of 'segmented pluralism' that gave way to a strategy of 'divide et impera' on the part of the government and prevented the parliamentary leadership groups from acting together to extend their influence on the process of political decision making.'
