'New media developments partially change the formative power of territories. The combination of a dialogical sociology and empirical media studies therefore requires a further elaboration of theories by Rokkan and Elias. This is illustrated by a case study of three trends: the Americanisation, commercialisation, and globalisation of television news in Germany. Elias developed the theory of a monopoly mechanism in the civilising process and the theory of symbols. My partial revision and partial elaboration of these theories at first focuses on the distribution and reception of electronic audio-visual means of orientation and dis-orientation in the 20th century. Then I offer a basic framework to sketch long-term media developments: When 'primary media', human gestures and speech, dominate in a given society, the formative power of territories also dominates ruling formations. From the 15th to the 20th century, 'secondary media', mainly print media, enabled the rise of communicatively more encompassing ruling formations and economic relations. Since the 1960s 'tertiary' electronic audio-visual media weakened the territorial orientation of social behavior. 'Quartiary media' - the merger of television, VCR, telephone, and computer - require a new set of competencies which partially dissolves immediate, territorially defined situations.'
