Analysiert wird die deutsche und englische Kriminalstatistik zwischen 1841 und 1920 unter der Perspektive, daß die Jugendkriminalitätsraten nicht ohne detaillierte Berücksichtigung der jeweiligen Rahmenbedingungen des Kontrollsystems von Polizei und Strafvollzug beurteilt werden sollten. Analysiert wird die deutsche und englische Kriminalstatistik zwischen 1841 und 1920 unter der Perspektive, daß die Jugendkriminalitätsraten nicht ohne detaillierte Berücksichtigung der jeweiligen Rahmenbedingungen des Kontrollsystems von Polizei und Strafvollzug beurteilt werden sollten. Als Ergebnis wird festgehalten, daß sich in beiden Ländern die registrierte Jugendkriminalität gegenüber der von Erwachsenen erhöht hat. Dabei folgte die Jugendkriminalität dem jeweiligen Gesamttrend, der in England fallend und in Deutschland steigend war. Die Ergebnisse ergeben nicht zwangsläufig eine realistischere Einschätzung der 'echten' Jugendkriminalität, erlauben aber eine bessere Interpretation von Kriminalstatistiken. (pra)... view less

"The long-term trends of crime rates are particularly intricate questions in the field of historical criminology. Looking to England and Germany during the 19th and early 20th centuries, there are questionable and conflicting views on whether juvenile crime rates were rising or falling. This paper argues that more attention needs to be paid to the legal and administrative framework which determined the treatment of juvenile delinquents and hence the number of cases recorded in criminal statistics. The analysis of the practice law enforcement does not only lead to more accurate estimates of juvenile crime rates but also to a different theoretical perspective on the interpretation of criminal statistics. The historical development of criminality as recorded in statistics must always be understood as the product of 'real' delinquent behaviour as well as the society's desire to control and repress this behaviour. Criminal statistics can help to trace these changing control strategies." (author's abstract)... view less
