Der vorliegende Beitrag befaßt sich mit dem Verhältnis von Chaos-Theorie und nomothetischer Psychologie. Er zeichnet die Chaos-Theorie in ihrer Entwicklung, ihren Bestandteilen, Forschungen und deren Ergebnissen nach. Abschließend zieht er daraus Schlüsse für die derzeitige Psychologie: Menschlisches Verhalten ist derart komplex und spontan, daß es nicht vorhersagbar ist. Eine nomothetische Psychologie folgt deshalb einer reduktionistischen Auffassung vom Menschen. Versucht man, chaotisches Verhalten durch Kontrolle seiner Eingangsbedingungen beherrschbar zu machen, beschneidet man gleichzeitig kreative Entwicklungsprozesse. Soziale und kulturelle Entwicklungen sind autonome, kontinuierliche Prozesse, in die zwar modifizierend und organisierend eingegriffen werden kann, deren Entwicklungstempo jedoch respektiert werden muß. Die Psychologie sollte mit der Rezeption der Chaos-Theorie beginnen, damit sie nicht in Gefahr läuft, methodischen und erkenntnistheoretischen Entwicklungen hinterherzuhinken und ins Abseits der Wissenschaften zu geraten. 'Der Beitrag stellt den Sonderforschungsbereich 187 an der Ruhr-Universität Bochum kurz vor und geht dann auf die Untersuchungsanlage des NIFA-Panels (Neue Informationstechnologien und flexible Arbeitssysteme) ein. Im Rahmen des SFB 187 wird seit 1991 in jährlichen Intervallen eine repräsentative Panelstudie zur Erfassung technischer und arbeitsorganisatorischer Entwicklungen im deutschen Maschinenbau auf dem Wege einer standardisierten, schriftlichen Befragung durchgeführt. Im methodischen Teil beschäftigt sich der Beitrag insbesondere mit dem Untersuchungsdesign, der Entwicklung des Rücklaufs, der Zusammensetzung des Datenmaterials sowie Fragen der Abbildungsgenauigkeit. Zum Schluß werden einige ausgewählte Ergebnisse der beiden ersten Erhebungswellen 1991 und 1992 zur Nachfrage- und Umsatzentwicklung, Produktionsstruktur, Arbeitsorganisation sowie zum Innovations- und Kooperationsverhalten der Maschinenbaubetriebe vorgestellt. 'This paper introduces the Sonderforschungsbereich 187 (Special Research Center 187) at the Ruhr-University of Bochum and gives an overview of the design of the NIFA-Panel (New Informational Technology and Flexible Worksystems). This panel-study has conducted a standardized survey in the German mechanical engineering industry every year since 1991 to study the development of technology and work organization. Der Begriff der 'Zukunftsforschung' - heute nur noch selten benutzt - hatte in den 70er und 80er Konjunktur. Der vorliegende Beitrag erinnert daran und gibt einen Überblick zum gegenwärtigen Zustand der 'Zukunftsforschung'. Bei der Beurteilung von Arbeiten und Aussagen für die Zukunft erweist sich als wichtigste Quelle von Missverständnissen die Tatsache, dass derartige Informationen im allgemeinen als 'Prognosen' bezeichnet werden, ohne Rücksicht darauf zu nehmen, dass es verschiedenste Arten der 'Zukunftsschau' gibt, welche jeweils eine unterschiedliche Aussage intendieren. So herrscht in weiten Kreisen von Wirtschaft und Verwaltung ebenso wie in der breiten Öffentlichkeit die Meinung vor, die Aufgabe einer langfristigen Voraussage liege genauso wie bei einer kurzfristigen im Aufzeigen der wahrscheinlichsten Entwicklung der interessierenden Größe. Die Vorstellung ist weit verbreitet, dass es auch langfristig eine 'wirtschaftliche Wettervorhersage' geben müsste, dass es also möglich sei, 'Wissen' über die Zukunft zu generieren. Demgegenüber insistiert der Autor darauf, dass es auf lange Sicht nur um alternative Zukünfte gehen kann, es jedenfalls ausgeschlossen ist, die Zukunft als einzelnes Ereignis zu prognostizieren. Seine Schlussfolgerung lautet, dass die Zukunft grundsätzlich vielfältig und offen ist, es sich also um eine 'Arena von Möglichkeiten' handelt, nicht um eine klar vorausbestimmbare, unausweichliche Entwicklung, wie sie z.B. aus geschlossenen Evolutionstheorien abzuleiten wäre. Den Methoden der Trendforschung – nicht nur im engen Wortsinne der Techniken der Datenerhebung und Datenauswertung, sondern im (diese implizierenden) weiten Verstande der Logik der Wissensproduktion in dieser umstrittenen Branche – gilt das Interesse eines geplanten Forschungsvorhabens, das in diesem Beitrag vorgestellt wird. Trendforschung lässt sich einem ersten Zugriff nach zwischen Marktforschung einerseits und Zukunftsforschung andererseits verorten. Kritik an dieser Art von Forschung, die Trends zum Gegenstand hat, wird zum einen hinsichtlich ihrer Wissenschaftlichkeit, zum anderen im Hinblick auf ihr Innovationspotential geübt. Im Anschluss an die neuere Wissenschaftsforschung ist Trendforschung als anwendungsorientierte Forschung in einem weiten Sinne zu begreifen. Methodisch die Analyse von Dokumenten, explorativen sowie fokussierten Gesprächen, Beobachtungen und Experteninterviews integrierend, stellt die hier vorgestellte, geplante Untersuchung am Beispiel der Trendforschung einen empirisch fundierten Beitrag zur Frage in Aussicht, wie Forschung tatsächlich "gemacht" wird, wenn sie an konkreten Anwendungskontexten ausgerichtet ist.
The planned research project described in this article focuses on the methods of trend research—not only in a narrow literal sense of techniques of data collection and data evaluation but also in a broader understanding of the logic of knowledge production in this controversial field. Initially trend research can be appointed between market research on the one hand and futurology on the other hand. Criticism regarding trend research as well as its innovative potential is also mentioned. Following the recent studies, trend research is conceived as application-oriented research in a broad sense. As far as the methodology is concerned, the proposed study promises to be an empirically-founded contribution by integrating analysis from sources such as explorative and focused conversations, observations and expert interviews. The study uses the example of trend research and asks the question how research is actually "done" and if it is application oriented or not.
El proyecto descrito en este artículo se enfoca sobre los métodos de investigación de tendencias – no solo en el estricto sentido literal de las técnicas de colección y evaluación de datos sino también en el amplio entendimiento de la lógica la producción de conocimiento en este campo controversial. Inicialmente la investigación de tendencias puede ser ubicada entre la investigación de Mercado, por una lado, y la futurología, por el otro. Aquí se mencionan las críticas tanto como sus potenciales innovadores. A partir de estudios recientes, la investigación de tendencias es concebida como investigación orientada a la aplicación en un sentido amplio. En lo que a metodología se refiere, el estudio propuesto promete ser una contribución empíricamente fundada al integrar análisis desde fuentes tales conversaciones enfocadas y exploratorias, observaciones y entrevistas a expertos. El estudio usa el ejemplo de la investigación de tendencias y formula la pregunta de como es "hecha" la investigación y si está orientada a la aplicación o no.

Die Entwicklung des Industrialismus hat in den siebziger Jahren eine neue Qualität angenommen, die mit dem Begriff 'superindustrielle Gesellschaft' bezeichnet werden kann. Wesentliche 'Problemmerkmale' dieser Gesellschaft sind die 'Totalität des Industrialismus' (Expansion nach innen und außen), die 'prekär gewordene Regierbarkeit', der 'großtechnologisch bestimmte Gesellschaftsprozeß', die wachsende Bedeutung eines 'technokratischen Entsorgungssektors' (Gesundheitssektor, Umwelt- und Katastrophenschutz, Sicherheitssektor, Bildungssektor) sowie Wertwandel und Legitimationskrise. Gerade der ständig expandierende Entsorgungssektor erweist sich als 'entscheidendes Krisensymptom der superindustriellen Gesellschaft'. (WZ)

Gegenstand der Untersuchung sind die Folgen einer 'Institutionalisierung von technology assessment im politischen Prozeß'. Hierzu werden zunächst 'Begriff und Anspruch' des technology assessment in Anlehnung an Daddario in drei Elemente gegliedert: 'Steuerung des wissenschaftlich-technischen Fortschritts', Wechselwirkung Politik-Wissenschaft, Optimierungsmodell ('instrumentelles Handlungsmodell'). Es werden dann die Grenzen der 'instrumentellen Rationalität' und der 'Folgenorientierung' eines politikberatenden technology assessment diskutiert. Als Ergebnis einer Institutionalisierung von technology assessment wird eine 'doppelte Abhängigkeit' der Politik von 'wissenschaftlicher Wissensproduktion' und gesellschaftlichen 'Konsens- und Konfliktprozessen' gesehen. Die Verfasser entwerfen ein Schema zur Einordnung und Erfassung 'unbeabsichtigter Folgen gesellschaftlichen Handelns' im Rahmen eines am Konzept der Sozialbilanz orientierten 'finanzwirtschaftlich-ökonomischen und gesellschaftsbezogenen Rechnungswesens'. Gewalt gegen Kinder ist im deutschen Sprachraum mindestens seit der 'Mißhandlungs-Bibel' von Bast et al. (1975) kein vollständiges Tabu-Thema mehr. Der Aufwand an Belehrung und Aufklärung ist vor allem von wissenschaftlicher Seite aus beträchtlich. Der Autor fragt jedoch nach den intervenierenden und präventiven Handlungen gegen Kindesmißhandlung. Er zeigt auf, 'wie wenig bisherige präventive Kinderschutzarbeit effizient wirksam werden konnte. Finanz- bzw. rotstiftpolitische Grenzen und vor allem eine zu sehr an Individuen oder maximal Familien orientierte Hilfe- und Helferpraxis klammern nach wie vor einen Großteil der als Gewaltdeterminanten erkannten Faktoren aus. Bestehende Maßnahmen sind bruchstückhaft, um nicht zu sagen Flickwerk. Dafür scheint die Ausbildung der Helfer ein nicht unwesentlicher Grund zu sein.' (BO2)

"Auf die Valorisierung, also die gesellschaftliche Wertgebung einer neuen Technologie, haben Valorisierungsakteure einen wesentlichen Einfluss. Diese Akteure entwickeln spezifische Valorisierungspraktiken, die darauf gerichtet sind, der neuen Technologie einen gesellschaftlichen Wert zu verleihen, um so deren Entwicklung und Anwendung voran zu treiben. Zu den wichtigsten Praktiken, die sich im Bereich der Wasserstoff- und Brennstoffzellentechnologie beobachten lassen, gehören das 'Agency Creating', das 'Agenda Setting', das 'Networking' und das 'Problem/Solution-Framing'. Innerhalb und neben diesen vier Praktiken hat sich eine weitere Valorisierungspraktik entwickelt, die den gesellschaftlichen Wert der Wasserstoff- und Brennstoffzellentechnologie zu erhöhen sucht, indem sie zwei Potenziale miteinander verbindet, und zwar die potenzielle Macht von Visionen und Leitbildern einerseits und das Visionspotenzial der Wasserstoff- und Brennstoffzellentechnologie andererseits. Diese Valorisierungspraktik, die kurz als 'Vision-Building' bezeichnet werden kann, soll in diesem Discussion Paper näher analysiert werden. Dazu wird exemplarisch das 'Vision-Building' in den Wasserstoff- und Brennstoffzellen-Communities der USA, der Europäischen Union und Deutschlands untersucht und vergleichend miteinander in Beziehung gesetzt." "Valorization actors have a significant influence on the social evaluation and acceptance - or valorization - of new technologies. They develop specific practices designed to confer new technologies with social values in order to better promote their design and implementation. The most important practices in the area of hydrogen and fuel-cell technology are Agency Creating and Agenda Setting, Networking and Problem/Solution-Framing. A further valorization practice which can connect two potentials, namely the potential power of 'visions' or 'Leitbilder' on the one hand with the vision potential of hydrogen and fuel-cell technology on the other has been developed within and around these four practices. Anhand der Vorarbeiten zu einem historischen Atlas der Siedlungen und Gräberfelder der Römischen Kaiserzeit skizziert der Autor den Aufbau eines Informationssystems für Archäologen, das sowohl für Ausgrabungspläne als auch für Museen genutzt werden kann. Dieses System erlaubt dem Nutzer, archäologische Quellen jeglicher Art zu strukturieren und zu bewerten. Im Zentrum der Ausführungen stehen die technischen Aspekte der Entwicklung des ADS (Archaeological Datebase System). Die 'CASE-Method' (Computer Aided Systems Engineering) wird zum Aufbau der organisatorischen Aspekte eines solchen Systems herangezogen. (pmb)

Die Nachhaltigkeit ist nach Meinung des Autors ein inzwischen inflationär genutzter Begriff und es gibt kaum inhaltliche Klarheit darüber, was mit diesem Begriff im Einzelnen gemeint ist. Er versucht in seinem Beitrag daher, eine möglichst knappe Zusammenfassung des derzeitigen Standes der Debatte zu liefern. Er gibt ferner einen Überblick über die wichtigsten Politikfelder, in denen an der Konkretisierung und Umsetzung von Nachhaltigkeitszielen gearbeitet wird. Er stellt die aktuelle und einschlägige Forschungsliteratur zu allen Aspekten und den wichtigsten konzeptionellen Ansätzen von Nachhaltigkeit vor und möchte mit seinen Ausführungen zu einer eigenständigen Beschäftigung mit der Thematik anregen. Seine Darstellung bezieht sich auf den Begriff, die systematische Einordnung, die Konzepte und Indikatoren sowie auf die zentralen Themenfelder der Nachhaltigkeit. Er geht abschließend der Frage nach, ob der Nachhaltigkeitswandel als radikaler Wandel aufzufassen ist. (ICI)

Im Gegensatz zu der Ausbildungssituation in den siebziger Jahren, in denen Auszubildende mit Abitur eher eine Seltenheit waren, haben heute 16 Prozent der Auszubildenden die Fachhoch- oder Hochschulreife. Doch auch heute führt die alleinige betriebliche Ausbildung nicht zu den gleichen Karrierechancen, die ein Studium bietet. Eine Annäherung der Aufstiegs- und Verdienstchancen kann nur erreicht werden, wenn bereits während der Ausbildung Zusatzqualifikationen erlangt werden können und sich damit die Entwicklungschancen der studienberechtigten Fachkräfte an die der Hochschulabsolventen annähern. Intensive Gespräche in den Betrieben über konkrete Entwicklungsperspektiven für junge Fachkräfte und über gleichwertige Chancen können motivierte Fachkräfte dazu bringen, im Betrieb zu bleiben, statt das ursprünglich eingeplante Studium nach der Lehre zu beginnen. 'Eine 1985 durchgeführte 'Bundesweite Befragung' von 3.500 Kindern und Jugendlichen über ihre Zukunftshoffnungen und Ängste wird in ihren wichtigsten Ergebnissen vorgestellt. Den Schwerpunkt der Arbeit bildet die Analyse der nuklearen Bedrohungsängste mit Hilfe des Streßkonzeptes. Anhand verschiedener Streßvariablen wird der potentielle psychosoziale Belastungsdruck durch die nukleare Bedrohung untersucht. Zukunftshoffnungen werden in ihrer dialektischen Beziehung zur Streßbelastung gesehen. Die Haupthypothese, nach der die nukleare Dauerbelastung einen strukturbildenden Einfluß auf die Ich- und Über-Ich-Bildung und den Narzißmus im Kindes- und Jugendalter hat, wird durch die Benennung eines 'nuklearen Deprivationssyndroms' spezifiziert.' "The paper outlines two future scenarios, one 'pessimistic', the other more 'optimistic'. The first assumes that definite limits to growth exist and that, to the extent that this is still possible, economic policies must be radically altered to prevent the collapse of our ecosystems ('global warming'). If this assessment were correct, then we would probably be doomed. For even if all understood the dangers, it would still seem to be extremely unlikely that the major world powers will exit the market economy, i.e. an economic system premised on perpetual growth, anytime soon. Because such a scenario, while possibly realistic, would be social scientifically sterile (why bother if the world is going bust anyway?), the second scenario construes a somewhat 'friendlier' outlook of the future, one in which technologies become available that render economic growth and ecological sustainability compatible. If this scenario came true, then where would the world be headed in the 21st century? This is the question I wish to pursue here, with special emphasis given to China's rise and its implications for Europe. During the past 27 years, China's economy exhibited an average annual growth of 9.6%. At this rate of growth, a country doubles its income every 7.5 years. That means a child born in China today grows up in a country that is 12 times richer than it was during the youth of his/ her parents. If this growth continues unabated, as economist believe it can for at least several more years, then China will overtake the US as the world's largest economy by 2020. At that point, China's per capita incomes would still be below the OECD average. But the world would already have witnessed the emergence of an economic giant of historically unprecedented proportions. And this giant would still have ample scope for further catching up. Given that China's population is more than double that of the whole West, a China that reached a level of development similar to that of an average OECD member would dwarf any single European economy and, eventually, surpass the economies of North America and Europe combined. This would not only shift the weights in the world economy, but sooner or later also those in world politics, in military strength, and, potentially, in the areas of science and (popular) culture as well. At the present point in time, nobody can say with certainty whether any of this will come true. But if it did, then it would mean nothing less than the end of an era that lasted for about 500 years: the era of uncontested European or, for that matter, Western supremacy. Since China is not the only newly emerging power (as is well known, India and Brazil are rapidly rising too now), such a development would seem to be all the more likely. Thus far, however, Europeans appear to be largely oblivious to it. Remarkably, this is true even of the continent's leading intellectual circles. They had better attend to the matter and prepare their publics." (author's abstract)

"Angesichts zunehmender Komplexität und Unsicherheit der gesellschaftlichen und natürlichen Rahmenbedingungen, z.B. Globalisierung, Klimawandel, Dynamiken der Energie- und Rohstoffmärkte, sicherheitspolitische Risiken und Konflikte sowie technologische Umbrüche, gilt es mehr denn je, heutige Entscheidungen vorausschauend zu reflektieren und zukunftsfähig auszurichten. Die Arbeit mit Szenarios stellt dabei ein zentrales Werkzeug dar. Die vorliegende Studie gibt einen strukturierten Überblick über die vielfältigen Varianten der Szenario-Methodik einschließlich wichtiger Rand- und Übergangsbereiche zu weiteren Methoden der Zukunftsforschung. Dabei werden anhand dreier idealtypischer Gruppen von Szenariotechniken (Szenarios auf der Basis von Trendextrapolationen, systematisch-formalisierte Szenariotechniken und kreativ-narrative Szenariotechniken) Voraussetzungen und Herkunft, Gemeinsamkeiten und Unterschiede, Stärken und Schwächen erläutert. In Exkursen wird exemplarisch auf hybride Methodenkombinationen und auf Techniken des Szenario-Transfers eingegangen. Auch ein praktischer Kurzleitfaden in Form einer 'Checkliste' ist enthalten, welche es ermöglicht, anhand konkreter Entscheidungsfragen die methodische Ausgestaltung von Vorausschauprojekten zu konkretisieren, d.h. insbesondere zu klären, ob und wie im Rahmen eines solchen Vorhabens Szenario-Arbeit zielführend eingesetzt werden kann." "Facing growing complexity and uncertainty of social and environmental contexts, e.g. globalisation,climate change, dynamics of markets of energy and resources, geopolitical securityrisks and conflicts as well as technological change, it is more important than ever to reflecttodays decisions prospectively and to adjust them in a future-oriented and sustainable way.Therefore the work with scenarios provides a central tool.This study gives a structured overview over the broad range of scenario-methods, includingimportant combinations with other methods of futures-analysis. Three ideal types of scenariotechniques (scenarios based on trend-extrapolation, systematic-formalised scenario-techniquesand creative-narrative scenario-techniques) are discussed regarding their originsand premises, their similarities and differences as well as their strengths and weaknesses.Combinations with other methods and techniques of scenario transfer are presented, too. Furthermore,a practical check-list has been developed, which allows specifying the methodologicaldesign of concrete foresight projects. In dem vorliegenden Aufsatz wird der Lebenslauf des Soziologen Rene König aufgezeichnet. Geboren im Wilhelminischen Kaiserreich am 5. Juli 1906 in Magdeburg, erlebte er den Ersten Weltkrieg und an dessen Ende die Errichtung der ersten deutschen Republik, die Auflösung der österreichisch-ungarischen Monarchie und die russische Revolution, das Aufkommen der autoritären und faschistischen Regimes in Ungarn, Italien und Spanien, das Ende Weimars durch die nationalsozialistische 'Machtergreifung', den Zweiten Weltkrieg und den Holocaust, die Niederwerfung des Nationalsozialismus und die Teilung Europas, den Zerfall der Kolonialreiche und das Entstehen der Dritten Welt sowie den Zusammenbruch der UdSSR und somit das Ende der Teilung Europas und damit Deutschlands. Die existentielle Basis von Rene Königs intellektueller Entwicklung zum Soziologen war die entscheidende Lebenserfahrung der 'zwangsweisen Ortsveränderung', wie er selbst das Problem der Exilierung und Emigration bezeichnet hat. Er hat diese existentielle Herausforderung angenommen und sich für ein 'Leben im Widerspruch' entschieden. Er starb am 21. März 1992 in Köln. (psz)

Ein literarischer Text wird vorgestellt, um schriftstellerischen Umgang mit Hitler im angegebenen Forschungskontext herzuleiten. Das Konzept einer sog. totalen Show wird exemplarisch ausgeführt; u.a. sollen Kandidaten mit natürlichen lauten, sehr starken, mächtigen "Hitlerstimmen", die nicht imitierbar sind, gecastet und in der rhythmischen Skandierung und rhetorisch-eristischen Kunst geschult werden. Die Bedeutung einer solchen Show soll während der (soziologischen) Studie konkretisiert werden. Gleichzeitig wird ein Stimmtraining abgefragt, welches jedermann lehrbar, die eigene Stimme u.a. derart verändert, dass die damit erreichte disproportionale Stärke und Lautheit der Stimme eine denkbare Simulation der "Hitlerstimme" darstellt. The present article proposes an analysis concerning possible transformations of work based upon the concept of temporality. It considers the comprehension of the time category by the social sciences since the elaboration of the concept of social time to the construction of a dominant time. Considering the above mentioned aspects end temporality while a central aspect of the social structure, the article tries to understand that temporality while must be seen as a key element in the study of the changes of the work reality.

Dieser Aufsatz geht dem Phänomen des Erlebens der Zukunft anhand einer Fallstudie nach, in der ein skandinavisches New-Economy-Unternehmen eine Reihe von Wirtschaftsjournalisten davon überzeugte, es verkörpere "die Zukunft". Hierzu werden die Verfahrensweisen und rhetorischen Strategien beschrieben, die die Manager anwendeten, um die Journalisten in "Zeugen" zu verwandeln. Die Strategien des Managements werden mit anderen Fällen von Zeugenschaft in der Wissenschaft und im Gerichtssaal in Beziehung gesetzt. Der Aufsatz argumentiert, dass die Überzeugungskraft des Managements sich aus seiner Fähigkeit herleitet, eine Reihe von scharfen Kontrasten zwischen dem attraktiven Arbeitsleben innerhalb und dem problematischen Arbeitsleben außerhalb des Unternehmens herauszustellen. Schließlich wird herausgearbeitet, dass die Strategie des Managements eine Zeit-Welt aufruft, die von dramatischen epochalen Brüchen geprägt ist und sich radikal von der stabileren und erfassbareren Zeit-Welt unterscheidet, wie sie in normalen wissenschaftlichen Diskursen inszeniert wird.
The paper explores the phenomenon of witnessing the future through a case study of how a Scandinavian new economy firm managed to persuade a number of business journalists that it was "the future". It describes the procedures and rhetorical strategies that the manager deployed to turn the journalists into witnesses. It compares the manager's strategy to other cases of effective witnessing in courtrooms and in science. It concludes that the manager's persuasiveness is derived from his ability to articulate a series of pointed contrasts between the attractive working life within the firm and the problematic work life elsewhere. Finally, it notes that the manager's strategy enacts a time-world characterised by dramatic epochal changes, which is radically different from the more stable and knowable time-world that is enacted in ordinary scientific discourses.
El artículo explora el fenómeno de presenciar el futuro, a través de un estudio de caso sobre como una firma escandinava de la nueva economía logró persuadir a un grupo de periodistas de negocios de que ésta era "el futuro". Se describen los procedimientos y las estrategias retóricas desplegadas por el director para convertir a los periodistas en testigos. Se compara la estrategia del director con otros casos de observación efectiva en salas de tribunal y en ciencia. Se concluye que la capacidad persuasiva del director se deriva de su habilidad para articular una serie de contrastes acentuados entre la atractiva vida de trabajo dentro de la empresa (firma) y la problemática vida de trabajo fuera de ella. Finalmente, apunta a que la estrategia del director promulga un tiempo-mundo caracterizado por dramáticos cambios de época lo cual es sustancialmente (o radicalmente) diferente del más estable y cognoscible tiempo-mundo que es representado en el discurso científico usual.

Der vorliegende Beitrag resümiert die Ergebnisse eines gemeinsamen Projekts der Britischen Akademie und der Forschungsabteilung der Britischen Bibliothek zur Anwendung von Informationstechnologien in den Humanwissenschaften. Diskutiert werden Probleme der Informationssammlung, -aufbereitung, - speicherung und -wiedergewinnung im Zusammenhang mit den neuesten Möglichkeiten der elektronischen Datenverarbeitung und der Telekommunikation. Der zweite Abschnitt gibt einen knappen Überblick über den Einfluß der neuen Medien (Text, quantitative Daten, Ton, Bild und elektronische Kommunikation) auf die Forschungstechniken selbst und das traditionelle Selbstverständnis der Humanwissenschaften. The Panel's brief was to examine all aspects of the generation, storage, and use of information in the humanities, and to look especially at the new methods of handling information provided by the use of computers, telecommunications, and other associated technologies. Section two of this concise report outlines the impact of new technology on scholarship (text, data, images, sound, combined sources, electronic communication, tools); section three discusses new developments and the change of the traditional image of the humanities scholar; section four describes training and support, network access and equipment, research infrastructure, information ressources, regulatory issues and funding; section five summarises the recommendations of the Panel.' Der Autor geht in seinem Beitrag davon aus, daß wir in der real existierenden maschinellen Technik einen gesellschaftlichen Realitätsbereich haben, der weder in "Natur" noch "Handeln" auflösbar ist. Er sucht eine Annäherung an gegenständliche Technik und damit ihre Implikationen für gesellschaftliche Entwicklung über die Kategorie "technische Normen" zu bewerkstelligen. Folgende Fragen sind dabei leitend: Wie kann man technische Normen soziologisch bestimmen? Kann man vermeiden, das, was "technische Systeme von selbst tun", soziologisch auszublenden oder als nicht-sozial auszuklammern? Fazit seiner Ausführungen ist, daß technische Systeme am besten als externalisierte, in die naturale Basis des gesellschaftlichen Prozesses eingeschriebene soziale Strukturen aufzufassen sind. Wichtig ist weiterhin der Sachverhalt, daß Komplexe von Gerätschaften in der Regel immer gleichzeitig in sehr vielen menschlichen Handlungszusammenhängen vorkommen. Der Aufdeckung dieser "multiplen Integriertheit technischer Systeme" dient die Analyse technischer Normen als die "institutionelle Struktur von Maschinerien". (BE)

Die vorliegende Kurzfassung gibt einen ersten Überblick über ausgewählte Ergebnisse einer Befragung zur Rezeption von Theaterinszenierungen in fünf Städten der DDR im Jahre 1984. Es handelt sich dabei um die Inszenierungen "Sommernachtstraum" (Dessau), "Don Karlos" (Dresden), "Kabale und Liebe" (Leipzig), "Fiesco" (Karl-Marx-Stadt), "Maß für Maß" (Leipzig). Nach den jeweiligen Vorführungen wurden insgesamt 2.000 Fragebögen mit jeweils 52 Fragen an die BesucherInnen verteilt, die nach Beantwortung zurückgeschickt werden sollten. Der Rücklauf betrug ca. 35Prozent. Davon waren 47 Prozent Jugendliche zwischen 13 und 25 Jahren, wobei der weibliche Anteil mit 63 Prozent überwog. Die Untersuchung gibt Auskunft über die Beliebtheit ausgewählter Freizeittätigkeiten bei den Theaterbesuchern und -besucherinnen, über Theaterinteressen und Erfahrungen, über Wertorientierungen und gesellschaftliche Aktivitäten. Abschließend werden Thesen zur Aneignung der jeweiligen Inszenierungen durch die Befragten aufgestellt. (pag)

Der vorliegende Forschungsbericht gibt Auskunft über den Inhalt der Zukunftsvorstellungen junger Leute in der DDR. An der Untersuchung waren 1180 Jugendliche bis zu 35 Jahren beteiligt und weitere 60 über 35 Jahre. Es handelt sich dabei um junge Arbeitnehmer, Lehrlinge und junge Akademiker, die vorwiegend in Großbetrieben der Industrie tätig sind. Der Inhalt der Zukunftsvorstellungen konzentriere sich insbesondere auf zwei Arten von Beziehungen, "die die ganze Lebenstätigkeit des Menschen bestimmen": die Beziehungen der Menschen zu ihrer Umwelt und die Beziehungen zwischen den Menschen in der Gesellschaft. In dem vorliegenden Beitrag werden drei Zukunftsszenarien entwickelt. Zunächst beschreibt der Autor die aktuellen Faktoren, die den allgemeinen politischen und gesellschaftlichen Wandel ausmachen. Es wird dabei besonders auf die Veränderungen seit 1989/91 und nach dem 11. September 2001 eingegangen. Im Anschluss daran werden die Faktoren definiert, die in den nächsten zehn Jahren die wichtigsten globalen Folgen bestimmen werden, nämlich die Stabilitäts- und Kooperationserwartungen. Abschließend werden drei Szenarien entworfen: (1) eine kommende Anarchie; (2) gated communities und (3) globales Lernen. Diese drei Szenarien werden für verschiedene Fälle entwickelt: für Kapitalströme, Energieströme und Content Flows; für die regionalen Blöcke USA, russische Föderation, Europäische Union, und China; für regionale Konflikte und strukturelle Probleme. Sustainability transitions as processes of fundamental change in societal systems are open-ended, nonlinear and uncertain. Respective research and governance approaches, e.g. transition management, propose a reflexive way of governing, aiming for a number of social effects to help facilitating a transition. Effects include empowerment, social learning and social capital development. Jointly mentioned social effects shall allow for reflexivity and innovation in developing socially robust and contextualized solutions to sustainability challenges that work in practice. Still, understanding mentioned social effects and their interplay more in depth is needed to design and assess transition management processes. While such understanding and related assessment framework is under development in transition management literature, transdisciplinary sustainability research can provide a rich body of tools and experiences. Building on a review of respective literature, this article develops an evaluation framework focusing on social effects as important and hitherto under conceptualised aspects of sustainability transitions literature. This framework is used to empirically investigate the effects of two specific transition management processes at local scale. Doing so, the article provides a conceptual and empirical understanding of how social effects contribute to a transition towards sustainability. Results highlight the importance and possibilities of addressing sustainability as an inherent quality of social effects aimed for.

Strategisches Handeln in Politik, Wirtschaft und Gesellschaft ist mit der Konstruktion hypothetischer Zukünfte verbunden. Mit der Zukunft als Gegenstand sind epistemologisch einzigartige Probleme verknüpft, da es sich um eine Realität handelt, die empirisch noch nicht materialisiert ist. Doch wird 'die Zukunft' (oder auch eine Vielzahl an Zukünften) durch Prognosen, Simulationen, Modelle, Delphi-Befragungen und Szenarien als eine hypothetisch konstruiert und antizipiert. Zukünftige Märkte werden quantifiziert, der zukünftige Energiebedarf simuliert, Verkehrsströme der Zukunft modelliert und die Welt der Zukunft bis in das Jahr 2050 in Szenarien narrativ gefasst. In Foresight Prozessen und partizipativen Verfahren zu Zukunftstechnologien sind Szenarien eines der Verfahren, mit denen Zukünfte konstruiert werden, die über einzelne Technologien und Gegenstandsbereiche hinaus gesellschaftliche Narrative entwerfen. Szenarien bündeln die Hypothesen über Dynamiken, Entwicklungen, Trends einer zukünftigen Gegenwart in Form von Erzählungen. Diese Skizzen einer Welt in einem fiktiven Zeitpunkt der Zukunft schaffen damit eine Möglichkeit, abstrakte Hypothesen zu einer Gesamtschau des Lebens in der Zukunft, inklusive der materiellen Beschaffenheit von Elementen der Zukunft zu bündeln. Dabei beruhen die Methoden, Objekte und Theorien, aus denen die Zukunftsszenarien entwickelt werden, auf wissenschaftlichem Wissen, werden aber selbst erst im Kontext spezifischer gesellschaftlicher und politischer Konstellationen entwickelt. Die Bedeutung von Szenarien liegt primär darin, als transdisziplinäres Medium zu fungieren, das wissenschaftliche Erkenntnisproduktion auf verschiedenen Feldern (z.B. emerging technologies, Nachhaltigkeit, Innovationsforschung) verbindet und mit den Wissensbeständen von politischen Entscheidungsträgern (insbesondere aus der Administration) verbindet. Als partizipative Prozesse, die trotz aller Variationen bestimmte Vorgehensweisen gemeinsam haben, fungieren Szenario-Prozesse als ein Ensemble von Elementen und Verfahren der Genese von Zukunfts-Wissen. Die Produktion dieser Zukunftskonstruktionen, die eine eigene Materialität in Form von Szenario-Narrativen hervorbringt, ist in zwei verschiedenen Formen ein Feld von Forschung und Wissenschaft: Zum einen handelt sich bei der Produktion von Szenarien um ein Feld von Techniken und Technologien, die beständig weiterentwickelt werden, um Unternehmen, Ministerien und die Europäische Kommission zukunfts-bezogenes Wissen zur Verfügung zu stellen. Zum zweiten können Szenarien (und andere Formen des Zukunfts-Wissen wie Datenkurven und visuellen Artefakten) ein Forschungsfeld konstituieren, das in der Tradition der Science and Technology Studies (STS) die Praxen der Generierung von Zukunft analysiert. Beide Praxen, das 'Zukunft machen', 'futuring' sowie die Analyse eben dieser Praxen bilden ein Ensemble von theoretischen und praktischen Praxen, die in dem Beitrag als ein Experimentalsystem analysiert werden sollen.

Über die Zukunft der Gesellschaft kann nichts Genaues gesagt werden. Wohl gerade deshalb wird über das Thema Zukunft ständig kommuniziert. Dieser Kommunikation nähert sich der Autor aus einer systemtheoretisch angeleiteten Beobachterperspektive. Das Buch rückt dabei zwei Bezugspunkte in den Mittelpunkt - die funktionale Differenzierung der modernen Gesellschaft und die Inklusion der Bevölkerung in die Funktionssysteme, wie Politik, Wirtschaft, Erziehung usw. - und untersucht die Frage, ob und wie diese Themen in der gegenwärtigen Kommunikation über die Gesellschaft der Zukunft behandelt werden. Um die Komplexität der Inhalte zu begrenzen, betrachtet der Autor sechs Themenfelder in der massenmedialen Darstellung: die globale Wirtschaftsentwicklung, der Klimawandel (und seine Folgen) und die Digitalisierung/das Internet als systembezogene Trends sowie die Demographie, die Migration/Integration und die Urbanisierung als bevölkerungsbezogene Trends. Abschließend prüft die Untersuchung, welche gegenwärtigen Zukunftsbezüge für eine Balancierung der Funktionssysteme und zur Förderung der Inklusion geeignet sein könnten. Der Blick richtet sich dabei vor allem auf die Politik und die Zivilgesellschaft. Obwohl der Fokus auf Deutschland (in Europa) liegt, berücksichtigt der Autor auch internationale Vergleiche und die Weltgesellschaft insgesamt.

The Google Lunar X Prize, which ends on December 31, 2017, has the potential to generate the first true instance of anthrocosmic media - media intended for consumption in outer space, which serves as a form of capital for an emergent autonomous field in the same. Winning the bonus segment of the X Prize consists of creating multimedia (photography or video) of one of the Apollo Landing Sites on the lunar surface. Both the terms of the creation of that media, and the media itself, are the first instances of agents acting to establish autonomy on the lunar surface - controlling how artifacts are accessed, used and represented. This paper is an exploration of the conditions required for the emergence of an anthrocosmic media age - an age where agents use media as a form of power in outer space to establish autonomy in fields that are also in outer space.

In the article the authors make an attempt to demonstrate in what way the global ageing and resulting transition to the model of an elderly society may influence the rates and directions of the scientific and technological advance in the nearest 80-100 years as well as how this impact will vary at different stages of the defined period. In the nearest two-three decades it will be the ageing of society that will become a driving force of transformations, reforms and accelerated technological innovations. This is promoted by the increasing volume of accumulated money in social and pension funds and increasing demand for medical and rehabilitative technologies. Thus, at least until the middle of the present century and probably until its last third part the ageing will hardly hamper technological or other development, and on the contrary together with the Cybernetic revolution and the sixth technological mode it will accelerate it. However, later the society’s ageing along with improved planning opportunities will support the society’s transition to a slower and smoother development (i.e. the much spoken sustainable development) and by the end of the current and the beginning of the 22nd century it will probably cause the slowing down of scientific and technological development.

Мир, в котором мы живем, быстро изменяется, хотя и далеко не всегда к лучшему. Но таким противоречивым развитие в истории человечества было во все времена. Тем более важно попытаться заглянуть за горизонт сегодняшних событий, чтобы понять, каким может быть завтра. В настоящей статье в систематическом виде даются некоторые прогнозы технологического, политического, а также социально-эконо- мического развития мира. Представлены краткосрочные (10-15 лет), среднесрочные (20-50 лет) и долгосрочные (50-100 лет) прогнозы, которые опираются на теории длинных циклов и соответствующих им технологических укладов, а также на теории глобального старения, принципов производства и производственных революций.

Globalization has generated increased societal heterogeneity and awakened interest of a new kind in social cohesion and integration. But globalization is not the only contemporary process to give rise to societal hybridization. Two other such processes - much less attended to in the theoretical debate but no less problematic as regards social integration - are societal ageing and robotization. Drawing on statistical estimates, this paper begins by assessing the relevance of these new processes of hybridization. The predictions in question indicate that in the near future, everyday interaction, not just with cultural strangers and 'intelligent' machines, but also with people suffering from dementia, will be an omnipresent phenomenon, confronting our societies with types and degrees of alterity never before encountered. Whereas contact with cultural strangers is to some extent familiar (though not yet taken as standard), interaction with intelligent technological devices and dementia sufferers represent new forms of alterity for which most societies have not yet established routines of conduct. This paper gives a detailed account of a number of empirical studies showing how new forms of hybrid interaction and cooperation evolve out of repeated contact with each of the three alterities. With this groundwork in place, the paper then attempts to identify not only the ways in which routines may develop out of interaction with the three alterities but also the trends towards, and prerequisites for, the emergence of a new culture of cooperation and interaction.

Das Integrative Konzept nachhaltiger Entwicklung zählt zu den prominentesten Ansätzen zur Operationalisierung des Nachhaltigkeitsleitbilds im deutschsprachigen Raum. Seit seiner Entwicklung um die Jahrtausendwende ist es in zahlreichen Projekten angewandt worden und hatte somit eine beträchtliche Reichweite. Eine kritische Analyse und Revision des Konzepts steht indes noch aus – was nicht zuletzt mit Blick auf die bestehenden Anwendungsprobleme Not täte. Hierzu möchte der vorliegende Artikel einen Beitrag leisten. Dabei zeigt sich, dass die Analyse des Integrativen Nachhaltigkeitskonzepts auch wichtige Impulse für die Nachhaltigkeitsdebatte im Allgemeinen und für den Umgang mit Zielkonflikten im Besonderen zu geben vermag. Insbesondere wird deutlich, dass das Nachhaltigkeitsleitbild mittels (nicht abwägbarer) Satisfizierungsnormen zu operationalisieren ist: Nur diese sind dazu geeignet, die Entwicklung hinreichend wirksamer Maßnahmen zur Realisierung einer nachhaltigen Entwicklung anzuleiten.

Energy scenarios currently in use for policy advice are based on a number of simplifying assumptions. This includes, in particular, the linear extrapolation of trends. However, this approach ignores the fact that central variables were highly dynamic in the past. For an assessment of energy futures and the specification of measures, novel approaches are necessary which can implement non-linear trends. In this paper, we show how cross-impact balance (CIB) analysis can be applied to map dynamic trends. Using a small CIB model, we highlight the need for novel approaches in the creation and evaluation of energy futures and the possible contribution of CIB analysis.

Das vom Klima- und Energiefonds geförderte Forschungsprojekt "Tales of Tomorrow" richtete sich an potenzielle politische Entscheidungstragende von morgen, die für den Übergang zu einer kohlenstoffarmen und klimaresilienten Gesellschaft verantwortlich sein werden. Die Mitglieder des interdisziplinären Forschungsteams der Universität für Bodenkultur, Wien und der Umweltbundesamt GmbH mit Unterstützung von Narrata Consult hielten es für wichtig, einen Visionsprozess früh in der politischen Karriere der Beteiligten und über die politischen Überzeugungen hinweg zu gestalten. Die Idee war, die Teilnehmenden mit Fakten der Klimawissenschaft zu versorgen und sie in eine Diskussion über gemeinsame Werte und Interessen einzubeziehen, die durch den Kontext international vereinbarter Ziele (wie z.B. die Sustainable Development Goals oder das Pariser Abkommen) vorgegeben werden. Nur so kann ein gemeinsamer Visionsprozess etabliert, eine parteiübergreifende Zusammenarbeit initialisiert und der politische Wille gestärkt werden. Meilensteine, die so wichtig wären, um den zukünftigen Herausforderungen der Klimakrise nachzukommen. Im Rahmen eines zweitätigen Zukunftsdialogs haben sich im September 2020 über 20 VertreterInnen verschiedener politischer und zivilgesellschaftlicher Organisationen an der Universität für Bodenkultur in Wien getroffen, um eine klimafitte Zukunftsvision 2035 für Österreich Wirklichkeit werden zu lassen. Die Zielgruppe waren dabei junge politische Entscheidungstragende im Alter von 18 bis 35 Jahren.

Die Genese der Nachhaltigkeitsidee im Sinne der Bewahrung natürlichen Kapitals reicht zurück bis in forstwirtschaftliche Lehrbücher des 18. Jahrhunderts. Doch erst 1987 gewinnt das Leitbild nachhaltiger Entwicklung weltweit politische Bedeutung: mit der normativen Aufladung durch die Forderung nach intra- und intergenerationeller Gerechtigkeit im Brundtland-Bericht. Dieser Erfolg beruht auf dem Kompromiss der UNCHE 1972, wonach Armutsbekämpfung und Umweltschutz sich durch nachholende Entwicklung verbinden lassen. Tatsächlich ist das Verhältnis der drei Säulen Umwelt, Gesellschaft und Wirtschaft jedoch nicht abschließend geklärt. Diese Theorielücke erschwert Bestrebungen, eindeutige Nachhaltigkeitsstrategien und -indizes zu erstellen.

Digital sovereignty has become a hotly debated concept. The current convergence of multiple crises adds fuel to this debate, as it contextualizes the concept in a foundational discussion of democratic principles, civil rights, and national identities: is (technological) self-determination an option for every individual to cope with the digital sphere effectively? Can disruptive events provide chances to rethink our ideas of society - including the design of the objects and processes which constitute our techno-social realities? The positions assembled in this volume analyze opportunities for participation and policy-making, and describe alternative technological practices before and after the pandemic.

Science and technology have experienced a great transition, a development that has shaped all of humanity. As progress continues, we face major global threats and unknown existential risks even though humankind remains uncertain about how likely unknown risks are to occur. This paper addresses five straightforward questions: (1) How can we best understand the concept of (existential) risks within the broader framework of known and unknown? (2) Are unknown risks worth focusing on? (3) What is already known and unknown about AI-related risks? (4) Can a super-AI collapse our civilisation? Furthermore, (5) how can we deal with AI-related risks that are currently unknown? The paper argues that it is of high priority that more research work be done in the area of 'unknown risks' in order to manage potentially unsafe scientific innovations. The paper finally concludes with the plea for public funding, planning and raising a general awareness that the far-reaching future is in our own hands.

Die politischen Erfolge der Behindertenbewegung, die Überarbeitung der internationalen Klassifikation der Funktionsfähigkeit, Behinderung und Gesundheit durch die Weltgesundheitsorganisation (WHO) und die zunehmende Etablierung der Integrationspädagogik haben ein neues Verständnis von Behinderung etabliert: Behindert ist man nicht, behindert wird man. Die vorliegende Theorie der Behinderung zieht daraus die Konsequenzen und stellt ein Dispositiv für die Beobachtung von Behinderungen bereit. Sie macht aus der Differenz von behindert/nicht behindert ein anregendes Element der Selbstbeschreibung der Gesellschaft. Aufgrund seiner breiten Orientierung ist der Band als Einführungstext in die Disability Studies geeignet.
