This paper takes the recent article "Mapping Urban Social Divisions" by BALL and PETSIMERIS, published in FQS, as a starting point for discussing the role of maps for visualizing knowledge and as an object of research in the social sciences. The paper draws on the theoretical approach of "critical cartography" which changed the conception of maps and the practice of mapmaking since the early 1990s. Critical cartography is deeply informed by a poststructuralist critique of knowledge and truth. Maps, no longer conceptualized as graphical images of reality where the only concern is the quality of the data, are powerful actors in the social construction of reality.

In dem Beitrag werden die Möglichkeiten und Erkenntnisgewinne einer transdisziplinären Verschränkung der analytischen Kategorien "Raum" und "Diskurs", insbesondere für die kulturwissenschaftliche Stadt- und Öffentlichkeitsforschung, ausgelotet. Ausgangspunkt dafür ist eine gemeinsame Forschungserfahrung der Autorinnen, die interdisziplinäre Ethnografie politischer Raumaneignungen in Mexiko-Stadt, bei der sich die jeweiligen Spezialisierungen (ethnografische Raumforschung bei WILDNER, semiotische Diskursanalyse bei HUFFSCHMID) kreuzten. Diese "Kreuzung" wird hier zunächst in ihren konzeptionellen Prämissen nachvollzogen und anschließend nach Lerneffekten für die analytische Praxis befragt. Ausgangspunkt dafür ist die Annahme der gegenseitigen Durchdrungenheit von Räumlichkeit und Diskursivität: kein Raum (im Sinne von LEFEBVRE) kann ohne seine diskursive Konfiguration gedacht werden, Diskurs (im Sinne FOUCAULTs) wiederum ereignet sich nicht im "luftleeren", sondern in einem sowohl materiell wie auch sozial konstruierten Raum.
Diskutiert werden die methodischen Ansätze der Beobachtung, Lektüre, Beschreibung und Analyse räumlicher wie diskursiver Praktiken und Materialitäten. Anhand des Fallbeispiels der Wahlkampfveranstaltung wird schließlich nach den Schnittstellen und möglichen Verschränkungen zwischen Raum- und Diskursforschung gefragt, die an den Begriffen Setting/Bühne/Inszenierung, Einschreibungen, Kontrolle/Macht expliziert werden.

"Die anhaltende Ost-West-Migration in Deutschland wird in erster Linie im Hinblick auf die Entleerung ländlicher Gebiete als problematisch angesehen. Aber auch so manche ostdeutsche Großstadt war und ist mit einem anhaltend negativen Wanderungssaldo konfrontiert, der nicht nur auf Suburbanisierung, sondern auch auf Westwanderung zurückzuführen ist. Die drohende 'Peripherisierung' großer Gebiete im Osten Deutschlands hängt auch mit der Haltekraft der dortigen Städte zusammen. Städte waren und sind die Anziehungspunkte für junge Leute mit hohen Aspirationen in Bildung und Beruf. Die Frage, ob es Städten in eher peripheren Gebieten schlechter gelingt, junge Menschen anzuziehen und zu halten als Städten in prosperierenden Gebieten, ist deshalb eine wichtige Frage. Dieser Beitrag widmet sich den Haltefaktoren für junge Erwachsene in der Stadt und geht der Frage nach, welche Bedeutung die lokalen Lebensbedingungen bzw. Opportunitäten für den Entschluss zum Wegzug haben. Ausgehend von einer handlungstheoretischen Perspektive steht die Relevanz wahrgenommener Kontextbedingungen für die individuelle Entscheidung zum Wegzug im Mittelpunkt. Diese Relevanz wird zum einen relativ zu anderen Bedingungen untersucht, welche nach dem Stand der Forschung wichtig für Wanderungen sind; dies sind insbesondere soziale Beziehungen und biographische Ereignisse. Zum anderen wird anhand des Vergleichs zweier Städte untersucht, ob die Relevanz von Kontextbedingungen stabil ist. Die Daten stammen aus einer Erhebung mit zwei Wellen in Magdeburg und Freiburg, in der insgesamt 2.900 Personen befragt wurden. Da die Anforderungen an den Wohnort systematisch mit der Lebensphase variieren, konzentriert sich die Analyse auf Befragte im frühen Erwachsenenalter (18 bis29 Jahre, ohne Kinder)." (Textauszug)

The article deals with the development of the housing market & its influence on the development of social inequalities in the postcommunist Czech Republic. It originated within the framework of the project 'The Housing Market, Its Regional Differentiation and Social Circumstances,' sponsored by the Grant Agency of the Czech Republic. The different position of households in the housing market is understood not only as a consequence of social inequalities but also as an important source of them. The paper identifies two basic features of housing market development that have profoundly influenced social inequalities in the Czech Republic in the 1990s: the large & rapid increase of regional differences in market prices, & the division of the housing market into several sectors operating under different legal & financial conditions. Special attention is paid to the situation of households renting at market prices & the consequences of the privatization of municipal houses.

The social transformation in post- totalitarian countries is characterized by extraordinarily dynamic differentiation tendencies. With respect to social groups & territorial communities, these tendencies differ or are even contradictory, resulting in an internal social & territorial polarization in the national systems concerned. These polarization processes are, on the one hand, a reaction to the equalizing tendencies in communist countries, and, on the other hand, are the result of the need for qualitative changes to social structures. One such structure is the regional organization of society, which owing to the heterogeneous nature of the conditions it exists in has very specific features. Essentially it is the environmental organization of society, where the effects of social & natural factors are combined. Consequently, there is typically a higher level of territorial inequality in the distribution of economic activities than in social distribution, and, by contrast, less variability of geographical differentiation than social differentiation. These features are demonstrated in an empirical analysis of the current development in the Czech Republic, wherein a distinction is made between two ways of assessing regional distribution. First, there is the assessment of differentiation of the territorial intensity of economic activities (economic aggregate/km2). Second, there is the assessment of relative economic & social development (economic aggregate/inhabitant). Despite the differences in the level & variability of the two types of regional differentiation, there are similar trends in their development, heading towards greater inequalities.

The spatial polarisation of society is open to various research perspectives. It takes several forms and involves various epiphenomena. Consequently, it is the subject of research interest to scholars in various fi elds, especially sociologists, economists, regionalists, and regional geographers. The article focuses on selected aspects of peripherality and peripheral regions. The first part is devoted to the theoretical aspects of the polarisation of society, developmental interactions between the centre and the periphery, the relationship between peripherality and levels of hierarchy, peripherality and time, and the primary criteria of peripherality in inland and borderland regions. The second part applies theoretical-methodological findings to regions of Slovakia using selected quantitative methods. The author attempts to describe peripherality in multidimensional terms, and to identify the interconnections between various types of peripherality. Based on detailed statistical data on municipalities, he uses a broad range of indicators divided into four groups: human resources, economic potential, personal amenities, and access to centres. In conclusion the author identifies and categorises the peripheral regions of Slovakia and notes the existence of peripherality at regional and local levels.

In many advanced countries housing consumption plays a significant role in the social stratification of households. First, the article sets out to determine whether during the transformation period significant differentiation of housing consumption occurred and social stratification became linked to stratification by housing consumption. In other words, whether alongside the ‘standard’ criteria (age, education, income, and other socio-economic variables) influencing the stratification of Czech households it is also necessary to take into account the type and quality of housing. Second, in relation to these findings on stratification, Czech households are segmented into 12 segments. The article then makes some general prognoses for each household segment regarding the number of households in selected forms of housing and types of housing development for 2020. These prognoses showed that if ‘optimistic’ outlooks for economic development are met and Czech citizens’ housing preferences remain constant, there could be a substantial increase compared to today in the share of Czech households living in family homes and even to a certain excess of supply of rental flats over demand.

Wenn Unternehmen neue Märkte erschließen wollen, Produktions- und Lohnkosten zu senken versuchen und sich um die Flexibilisierung des Faktors Arbeit bemühen, dann tun sie das häufig
über die Gründung von Tochterunternehmen, Niederlassungen und Filialen im Ausland. Allen drei Investitionsformen ist auf den ersten Blick ihre hochgradige Abhängigkeit vom Mutterkonzern gemein, die sich etwa in der Verpflichtung äußert, Gewinne an die Zentrale abzuführen und sich dieser in strategischen und operativen Entscheidungsfragen unterzuordnen. In Polen sind seit der politischen und ökonomischen Öffnung des Landes in den späten 1980er Jahren eine Vielzahl von ausländischen Tochterunternehmen gegründet worden. Dabei handelt es sich sowohl um Neugründungen von Standorten als auch um Joint-Ventures und Übernahmen von zur Privatisierung freigegebenen Staatsbetrieben. Mehr als 100 Milliarden US-Dollar an ausländischen Direktinvestitionen sind seit Beginn der marktwirtschaftlichen Transformation nach Polen geflossen, ein Drittel davon in die Industrie. Eine wichtige Empfängerbranche ist die Automobilindustrie, die auf der Suche nach kostengünstigen, zu den westeuropäischen Kernmärkten benachbarten Standorten in Mittel- und Osteuropa fündig geworden ist.
Mit der angesprochenen hochgradigen Abhängigkeit von ihren Konzernzentralen sind ausländische Tochterunternehmen allerdings nur unzureichend beschrieben. Transnationale Unternehmen, so die These dieses Beitrags, lassen sich zwar über ihr hierarchisch organisiertes Netzwerk aus räumlich verstreuten Unternehmenseinheiten charakterisieren, jedoch zeigen Beispiele aus der polnischen Automobilindustrie, dass dezentral für das lokale Werksmanagement Handlungsspielräume etwa beim Einwerben von zusätzlichen Unternehmenskompetenzen bestehen.

This article explores the importance of housing assets in shaping the global landscape of opportunity and disadvantage. In doing so, it is concerned with four key issues. First, it seeks to highlight the increasing significance of housing related wealth at a global scale. Second, it is concerned with the uneven and potentially divisive impact of housing asset accumulation, within and between societies. Third, it seeks to show how economic, geo-demographic and policy contexts combine to produce different outcomes for different population cohorts. Fourth, it discusses the way in which more market driven housing systems and housing wealth accumulation are changing the social policy environment. The underlying argument of the article is that the dynamics of housing markets and housing assets are of growing significance in relation to contemporary patterns of risk, opportunity, vulnerability and privilege and need to be embraced more thoroughly in social policy debate.

Whereas variance in preferences is a central explanation for human behaviour in the social sciences, economists traditionally avoid using preferences to explain behaviour. Rather, change in behaviour or different kinds of behaviour are explained solely by differences in the economic restrictions imposed on an individual. Whereas restrictions have been analysed as monetary constraints in traditional economics, Gary Becker has broadened this term. In his work, he tried to integrate 'time' - the non-monetary restriction - into the economic constraints. In our paper we test empirically the effects of monetary and time restrictions on the travel-mode choice of a representative sample of the German population. We do this by means of testing some hypotheses from Becker's work on microcensus data from Germany. These data include the following variables: travel-mode choice, distance of travel, time of travel, as well as some additional socioeconomic characteristics. Results of introducing these additional socioeconomic variables will also raise the question whether it is really true that only monetary and time costs matter.

'Why are some families scattered over a larger area than others? In this article we use a dataset with the complete life courses of all children from 210 families, originating from the same village in the commercialized North-Western part of The Netherlands. We experiment with multinomial logistic regression on sibling sets to discover the factors behind geographical sibling dispersal. The most important factors turn out to be the survival of the parents, the civil status of the siblings, and the size and gender composition of the sibling set.' (author's abstract)|

Das östliche Tiefland von Bolivien, der so genannte Oriente, wird seit nunmehr einem halben Jahrhundert von umfangreichen Zuwanderungen aus den benachbarten Provinzen und dem Hochland heimgesucht. Dabei ist die Binnenmigration ein demographisches Phänomen, das den Oriente auf unterschiedliche Weise in seiner Regionalentwicklung beeinträchtigt. Einerseits kommt es zu einer tiefgründigen Modifikation der Landschaft durch Nutzung und Ausbeutung der natürlichen Ressourcen. Anderseits führen die Wanderungsbewegungen zu einer sukzessiven Transformation der Aufnahmegesellschaft. Intensität und Ausmaß der Gesellschaftsveränderungen hängen vom Grad der Integration der beteiligten Akteure ab. Es ist davon auszugehen, dass sowohl das gesellschaftliche als auch das ökologische Gleichgewicht davon abhängen, inwieweit eine Eingliederung der zugewanderten Individuen und Gruppen in das soziale System (soziale Integration) gelingt, – und inwieweit die verschiedenen Teilbereiche der Gesellschaft (politisches, ökonomisches, soziales und edukatives System) im Austausch miteinander stehen bzw. harmonieren. Die empirische Feldforschung im Agrarkolonisationsgebiet San Julián (Departamento de Santa Cruz) bezog sich auf den Zusammenhang zwischen der Integration von Zuwanderern und den Auswirkungen auf die regionale Kulturlandschaft. Es konnte nachgewiesen werden, dass ein hohes Maß an individueller Einbindung über die vier Dimensionen der sozialen Integration nach dem Konzept von Hartmut Esser (2001; Kulturation, Platzierung, Interaktion, Identifikation) die Sensibilisierung für einen nachhaltigen Umgang mit den gemeinsamen Ressourcen über lokalspezifische "livelihood strategies" erhöht. Die Datenerhebung beinhaltete zum einen qualitative Leitfadengespräche mit ausgewählten Schlüsselpersonen in den Untersuchungsdörfern sowie in der Gemeinde- (San Julián) und Departamentalhauptstadt (Santa Cruz de la Sierra). Des Weiteren wurden standardisierte Quantitativinterviews mit 90 Haushalten in den ausgewählten Dörfern El Progreso und San Martín durchgeführt. Die derzeitige Situation im Untersuchungsgebiet ist gekennzeichnet von einer schwachen systemischen Integration des Agrarkolonisationsgebietes in die Wirtschaft und Gesellschaft des Tieflandes. Es fehlt am Marktzugang für kleinbäuerliche Produktionsbetriebe, an der politischen und edukativen Partizipation der Bevölkerung sowie an den Bemühungen zur sozialen und insbesondere kulturellen Eingliederung der Zuwanderer. Eine solche Entwicklung erschwert nicht nur die soziale Integration und das interkulturelle Zusammenleben zwischen Migranten aus dem andinen Hochland ("Collas"/ Indigene, überwiegend Quechua, Aymará) und den Tieflandbewohnern ("Cambas"/ Mestizen), sondern bedroht auch das ökologische Gleichgewicht des Oriente. Die Untersuchungsbefunde weisen eine leichte Korrelation zwischen der sozialen Integration eines Individuums und dem individuellen Umgang mit den Kollektivgütern auf. Das Untersuchungsbeispiel zeigt, dass es ohne den politischen und zivilgesellschaftlichen Willen zur systemischen Integration ländlicher Regionen in Lateinamerika keine nachhaltige ökologische und vor allem sozioökonomische Regionalentwicklung geben kann.

'Der Kampf der Bevölkerung um Ressourcenkontrolle in Gebieten des Nigerdeltas, in denen Öl gefördert wird, spielte in Nigeria seit den frühen 1990er Jahren eine zentrale Rolle in der Auseinandersetzung über die nationale Frage, die ethnische Minderheitenpolitik und das Thema Umweltschädigung. Dies ist weitgehend zurückzuführen auf die Aktivitäten Ken Saro-Wiwas und dessen Bewegung für das Überleben der Ogoni People (MOSOP), die sehr dazu beitrugen, das Thema international populär zu machen. Die vorhandenen wissenschaftlichen Arbeiten konzentrieren sich auf die Bereiche ethnische Minderheitenpolitik, Umstrukturierung des nigerianischen Föderalismus und Umweltschädigung. Dagegen gab es wenig Forschungsbemühungen über Bedeutung und Konsequenzen, die sich aus der Frage der Ressourcenkontrolle für die Bürgerrechte der nigerianischen Bevölkerung ergeben, insbesondere für die Bewohner der erdölfördernden Gebiete. Die Marginalisierung der Bürgerrechte der minoritären ölproduzierenden Gebiete nährte den Einsatz einer Bewegung für ethnische Bürgerrechte als Grundlage für Ressourcenkontrolle. Dieser Beitrag legt dar, dass die Ausübung eines echten Föderalismus in Nigeria von einer sinnvollen Machtdezentralisierung auf lokaler Ebene begleitet sein muss, um eine bessere Kontrolle der lokalen Bevölkerung über den Reichtum aus ihren Bodenschätzen zu erreichen.' In this paper we investigate the role of geography in explaining trade. We estimate and contrast two models, a so-called “Skills-to-Land Heckscher Ohlin Model” following Wood and Berge (1997) and a “Geography Hecksher-Ohlin-Von Thünen model” following Redding and Venables (2004). Using panel data across 354 South African magisterial districts from 1996 to 2000 we find that the geography model offers an overall better explanation. Regions that are larger in terms of economic size, with good foreign market access and know-how of foreign markets, with competitive transport costs, good local institutions and higher proportions of skilled workers, will be more successful in exporting manufactured goods.

This article explores the significance of amateur football for the changing patterns of circular migration in post-Apartheid South Africa. Even after the end of Apartheid, the abolishment of the migrant labour system has not brought a decline of circular migration. The state-institutionalised system has merely been replaced by an informal system of translocal livelihood organisation. The new system fundamentally relies on social networks and complex rural-urban linkages. Mobile ways of life have evolved that can be classified as neither rural nor urban. Looking into these informal linkages can contribute to explaining the persistence of spatial and social disparities in "New South Africa". This paper centres on an empirical, bi-local case study that traces the genesis of the socio-spatial linkages between a village in former Transkei and an informal settlement in Cape Town. The focus is on the relevance of football for the emergence and stabilisation of translocal network structures.

"At the beginning of the transition, the economic decline of agriculture partially relaxed the pressure on the wildlife. However, the policy continued to concentrate on regulating the intensity of production rather then creating incentives to produce environmental qualities. The structural adjustment process in agriculture caused the low return (poor) land to be released from production, especially, in protection zones with severe environmental restrictions. Land abandonment resulted in a rapid degradation of wildlife and landscape in places where these natural values were legally protected. The article examines the organization of the provision of landscape and wildlife in the White Carpathians protected landscape area after 1997, when the new agricultural legislation and policy recognized compensations for restrictions and has gradually introduced incentives to cultivate potentially abandoned land. It was found that there was more than one governance structure, and that these were not necessary supporting each other. The investigation concluded that solving the conservation problem is not separable from the rural development problem of the region, and therefore, that there is a need for participation of local community in terms of contributing producers but mainly consumers of high natural values." Recent years have witnessed a burgeoning literature on the 'new regionalism'. Protagonists, both at an academic and political level, have made persuasive arguments on the existence of regions and successful models of economic and social development. Critics of the new regionalism have been suggesting a need to problematise several issues: the role of the national state in underpinning regional economic development; the economic connections between regions and cities in terms of innovation and competitiveness; and more recently conflicts between securing competitiveness and managing the everyday politics of collective consumption and social reproduction in a city-region (CR). Set within the context of UK 'regional policy', this paper adds to this body of knowledge by discussing the relationships between city-regional competitiveness, work-welfare regimes - those policies and strategies dealing with labour market governance and welfare state restructuring - labour market inequalities and low pay. Ongoing research on the Sheffield City-Region is used to explore this.

Die Autorinnen zeigen, dass mit der fortschreitenden politischen und ökonomischen Konsolidierung der postsozialistischen Gesellschaften und der damit einhergehenden Stabilisierung der kontextualen Rahmenbedingungen in den Ländern des östlichen Europa sich auch ein Paradigmenwechsel innerhalb der geographischen Forschungslandschaft vollzogen hat, der mit den Begriffen der Einordnung in eine global economy oder der politischen europäischen Integration zu beschreiben ist. Vor dem Hintergrund des Gesamtbildes der auf diese Region bezogenen Forschung werden die Fachaktivitäten des Leipziger Leibniz-Instituts für Länderkunde dargestellt. Anschließend werden die geographische Stadtforschung sowie die Forschungen zu peripheren Räumen mit ihren Theorieansätzen, Methoden und Forschungsdefiziten analysiert und die internationale Vernetzungen dieser Forschungsinstitution präsentiert. Der Beitrag wendet sich der Frage des Zusammenhangs von Sicherheit und architektonischer und städtebaulicher Gestaltung zu. Historisch sind die Funktionen europäischer Städtegründungen unter anderem darauf zurückzuführen, dass sie Sicherheit gewährleisten konnten. Über Stadtmauern und den Wehrdienst der Stadtbewohner ('Spießbürger') konnten befestigte Städte ('Festungen') besser verteidigt werden als alleinstehende Gebäude. Die Sicherheit der Stadt forderte soziales Engagement, bot aber allen Bürgern vermehrten Schutz. In der modernen Stadt werden urbane Ordnungs- und Sicherheitsstrukturen von Spezialisten hergestellt (z.B. Polizei, Gesundheitsamt, Sozial- und Ordnungsamt, öffentlichen Versorgern, Schul- und Verkehrswesen). Mit diesen Strukturen gewinnt der urbane 'Disziplinarapparat' neue Formen. Die Kriminalsoziologie war lange Zeit gleichgültig gegenüber Fragen der Raumgestaltung. Neuere Ansätze zeigen jedoch eine Vielzahl an Möglichkeiten, wie Kriminalitätswahrscheinlichkeit abgesenkt werden kann - insbesondere, indem soziale Kontrolle ('territoriale Interessengemeinschaft') durch bauliche Maßnahmen gefördert wird. Die Anordnung und Größe der Häuser und Siedlungen, die Strukturierung der Zu- und Aufgänge, Anordnung der Fenster, durchdachte Platzierung von Abstellflächen, Baumbewuchs und 'Grenzmarkierungen' kann visuell geschützte Räume entstehen lassen, die den Fremden auffällig werden lassen und das Auftreten krimineller Handlungen verringern können. Der Beitrag weist darauf hin, dass diese baulichen Maßnahmen von einem Management der Quartiere begleitet werden sollten, also von einer sozialen Einbindung der Bewohner in Verantwortlichkeit für ihr Wohnumfeld. 'Aufgegebene' Wohnviertel zeigen eine höhere Kriminalität ('Broken window'-Theorie) als gut integrierteWohnumgebungen. Wird dies nicht berücksichtigt, könnenStadtviertel in Kriminalität abgleiten - umso mehr, als dann gut integrierte und situierte Familien und Bürgerin andere Stadtteile abwandern - und ehemals stabile soziale Strukturen durch den Nachzug von sozial schwachenBewohnern weiter untergraben werden. Der Beitrag untersucht, nach welchen Gesetzmäßigkeiten sich die Bevölkerungsstruktur in einem Großstadtgebiet im Laufe der Zeit verändert und welchen Gesetzmäßigkeiten dieser Wandel unterliegt. Ferner wird untersucht, unter welchen Bedingungen eine Invasion einer von der ursprünglichen Bevölkerungsgruppe sozial abweichenden Bevölkerungsgruppe in ein Großstadtquartier stattfindet und wie es zur eventuellen "Verslumung" des Stadtgebietes kommt. Fokus der Studie ist der Prozess der "Sukzession" im Berliner Stadtteil Kreuzberg im Vergleich zu Chicago in den USA. Zur Erklärung des Phänomens der Besiedlung bestimmter Stadtgebiete wendet der Autor das theoretische Konzept der "Human-Ökologie" an, welches bisher hauptsächlich auf amerikanische Großstädte angewandt wurde und seinen Ursprung in der "Chicagoer Schule" hat. Contrastando los crecientes niveles de interés en espacios e imágenes más allá del campo de la geografía, este artículo (re-) introduce un trabajo previo sobre la semiótica de los mapas emprendidos por geógrafos en la década de los 60. Se destacan en este trabajo las limitaciones en los datos, el propósito y el contexto cultural en las que el usuario interpreta los códigos y convenciones de un mapa, que siguen siendo relevantes para la interpretación de mapas – nuevos y viejos – cuarenta años después. Aprovechando las aportaciones de la geografía a la semiótica de los mapas, el artículo procede a examinar el concepto de las divisiones sociales urbanas como se representa en las imágenes de los mapas. Utilizando una pequeña cantidad de imágenes de mapas, incluyendo dos de los mapas más ampliamente conocidos de la división social urbana en Europa y América del Norte, se analiza el papel del contexto, los datos y el propósito en la generación e interpretación de mapas. Al presentar los ejemplos cronológicamente, el artículo muestra que si bien los avances en la recolección y manejo de datos han permitido que los investigadores combinen diversas variables sociales en mapas de la división social, e interactúen con imágenes de mapas, el trabajo de geógrafos sobre la semiótica de los mapas no es menos relevante hoy en día que cuando fue propuesto por primera vez hace cuarenta años.

Since the 1990s suburbanization has been continuing in China along with the deepening of market transition. Based on the newest population census, this paper identifies some major new trends of suburbanization in Beijing. The process of suburbanization has gone beyond purely government-initiated relocation of households and polluting industries. The new round of suburbanization has been driven by the construction of suburban villas and affordable housing, rising private car ownership, the decentralization of industry, and the development of large suburban shopping malls and retail parks. Passively relocated households are no longer the dominant source of suburbanization. Suburbanization in Beijing has evolved into a new stage of more market-oriented development in the suburbs.

Four dimensions of the concept of polycentricity (morphological, functional, relational and political polycentricity) are discussed in this paper based on the study of the Paris city-region / Bassin parisien system. The concentration of 'abstract production' workers in the Paris agglomeration and the fairly concentrated geography of firms' information flows (as measured by their phone calls) prevent the formation of an enlarged polycentric Mega-City-Region. Three explanations are proposed based on the strategies of real estate developers, information-intensive firms and policy-makers. In conclusion, I try to evaluate in the Paris city-region and French context whether a limited polycentricity at Bassin parisien level is prejudicial at different policy relevant scales.

Most of the literature on polycentric urban regions has focused on the analysis of intra-regional structures rather than external linkages, while research on the emergence of a 'world city network' has analysed external city-relations without explicitly addressing city-regional contexts. This paper aims to bring both perspectives together. Drawing on Taylor’s interlocking network model, it presents a first analysis of multi-scalar inter-city connectivities within a specific city-regional context. Central to the analysis is the question how knowledge-intensive business service firms in Rhine-Main connect this multi-nodal metropolitan region to other cities within Germany and beyond. The result is a detailed mapping of the external business service connectivities of a major European city-region.

Theories that emphasise the role of proximity and tacit knowledge in innovation processes highlight the importance of social interaction and networking for the diffusion of knowledge. A concept that captures the impact of human relations on economic activity is Social Capital. Using factorial analysis with data from the European Values Study we demonstrate empirically the multi-dimensionality of Social Capital. The obtained independent dimensions serve as inputs in a knowledge production function estimated for a sample of European regions. One of our major results is that the impact of Social Capital on regional innovation processes is significant and comparable to the importance of Human Capital. However, not all dimensions of Social Capital exhibit the same explanatory power. The dimension “Associational Activity” represents the strongest driving force for patenting activity. Hence, empirical evidence for the significance of weak ties in innovative processes is given.

The increased use of external knowledge relations, complementary to in-house R&D, influences the way firms are organised to manage innovation. The 'new' imperative of open innovation promotes the idea that firms organise innovation, to a greater extent, in interaction with outside parties. This paper argues that both the organisation of innovation as well as the use of external knowledge depends on the physical, socio-economic and cultural environment. The outcome of the analysis supports the idea that (open) innovation is spatially organised. Contrary to the expectations, innovative firms in less urbanised areas show a higher degree of openness.

The development of clusters rests through geographical proximity, cognitive interactions as well as entrepreneurial initiatives. Sophia-Antipolis, a multi-technology cluster, is a good illustration of the type of challenges local systems of innovation face in creating positive knowledge externalities. This paper shows that if the existence of 'gatekeepers of knowledge' can generate the potential implementation of 'absorptive capacity', its effective realization requires some additional effort regarding the transfer of knowledge into the cluster. The concept of 'platform of knowledge' defined shows how a project of knowledge codification could generate externalities by creating new opportunities for effectively combining and absorbing knowledge.

The study analyzes ethnic relations & ethnic identity based on the example of Bratislava in the 20th century. The obtained ethnological material allows the author to conclude that the change in political system had affected the ethnic structure of the studied town. This was due to the migration of population as well as to elements of social engineering, which accompanied practically any change of the regime, but also due to so-called 'migration on the spot,' ie, a declared adjustment to political winners. In the first half of the past century, Bratislava was a trilingual city located at the borders of (Czecho)Slovakia, Hungary, & Austria. After WWII, the city changed (at least statistically) into an ethnically homogeneous environment, in which the Slovak ethnic group made up more than 90% of the whole population. In spite of this, the individual's identity & relations among citizens continued to be influenced by their ethnic affiliation. Its significance was already manifested during the first days of November 1989, but particularly in the following years. The identification with an ethnic group again became a differentiating factor (or even a polarizing one) in urban population. It seems that ethnicity is likely to affect the character of the studied town in the nearest future too.

Im Nordosten Italiens, im Valcanale, berühren sich drei große Sprachfamilien Europas: Romanen, Slawen und Germanen, und seit vielen Jahrzehnten leben in den Dörfern vier Ethnien – Slowenen, Deutsche, Italiener und Friulaner – auf engem Raum zusammen. Die slowenisch- und deutschsprachige autochthone Bevölkerung ist allerdings in den letzten Jahrzehnten zunehmend vom Aussterben bedroht. Der Aufsatz vermittelt neben Einblicken in das Forschungsdesign einen ersten Eindruck von den ethnischen, lokalen und regionalen Identitätsmustern der alteingesessenen Bevölkerung in den Dörfern des Tales. Wie sehen sich die Menschen in diesem bunten ethnischen Gemisch? Was erzählen sie vom Zusammenleben im Dorf und in der Region, die bis zum Ersten Weltkrieg noch zur Österreich-Ungarischen Monarchie gehörte? Die Antworten weisen in eine Richtung: Die lokale und regionale Zugehörigkeit ist besonders in der älteren Generation noch im Bewusstsein verankert und z.T. der ethnischen Identität übergeordnet – z.B. um Konflikte zu vermeiden. In der jüngeren Generation hingegen zeigen sich Verluste von lokalen und regionalen Bezügen, vereinzelt jedoch verknüpft mit dem Wunsch, diese neu zu beleben.

Der Beitrag befasst sich ausführlich mit der gegenwärtigen Situation und den Lebensbedingungen der Minderheitengruppe der Osseten in Georgien. Es werden zunächst die demographischen Entwicklungen und die Siedlungsgebiete der Osseten in Georgien dargestellt. Dabei wird deutlich, dass vor dem Südossetien-Konflikt seit 1989 mehr als zwei Drittel der Bevölkerung Südossetiens ethnische Osseten und nur 25-30% der Bevölkerung Georgier waren. In einem weiteren Kapitel werden die Integrationsprozesse der Osseten in die georgische Gesellschaft beschrieben. Der Hauptteil der Studie widmet sich den Migrationsprozessen in der ossetischen Gemeinschaft, die durch den Kaukasus-Krieg 2008 ausgelöst wurden, und ihrem Einfluss auf die ossetisch-georgischen Beziehungen in Politik, Wirtschaft, Kultur und Gesellschaft. Die Studie beruht auf Feldforschungen in zahlreichen georgischen Dörfern und bezieht auch Befragungsergebnisse aus Erhebungen des European Centre for Minority Issues (ECMI) von 2002 mit ein. Ein umfangreicher Tabellenanhang informiert unter anderem über die Siedlungsstrukturen der Osseten und die geographische Verteilung der Bevölkerungsgruppe in Städten und Gemeinden. (ICI)

'Dieses Papier zielt darauf ab, einen Vergleich über Zeit und Raum hinweg anzustellen, wobei grenzüberschreitende 'homeland Nationalismen' von Weimar Deutschland und der ehemaligen Sowjet Union untersucht werden. Zumindest auf der Oberfläche ergeben sich auffallende Parallelen auch zwischen den Zielgruppen - den 'ethnisch' Deutschen, die nach dem Ersten Weltkrieg in eine Reihe von Nachfolgestaaten verstreut wurden, und den 'ethnischen' Russen (und anderen Gruppen, die Russisch sprechen) die auf eine ähnliche Weise nach dem Zerfall der Sowjet Union verstreut wurden. Migration researchers have long known that peoples motives for changing their place of residence vary over migration distance. Typically, short-distance moves are regarded as motivated by housing considerations and longer-distance moves primarily by employment considerations. While this notion forms an important basis for the existing understanding of migration, little empirical work has examined that relationship in more detail. This paper explores how migration motives change over migration distance. Particular attention is paid to variations across socioeconomic and demographic groups. The results show that the housing- versus employment-driven migration dichotomy, over short and long distances, respectively, is still somewhat valid, though the present findings give a much more nuanced interpretation. The paper reveals considerable variation in migration motives, not only over migration distance, but particularly in relation to migrant socioeconomic and demographic characteristics.

"Die Weltbevölkerung wächst und altert. Dabei wird die Welt faktisch dreigeteilt: in eine 'erste' Welt mit reichen, alternden und zum Teil demographisch schrumpfenden Industriestaaten, eine 'zweite' Welt aus wirtschaftlich dynamischen Schwellenländern mit relativ ausgeglichener Bevölkerungsentwicklung und fortschreitender Urbanisierung, und in eine 'dritte' Welt armer Staaten mit einer jungen Bevölkerung, die stark wächst, und zwar insbesondere in den Städten. Diese soziodemographische Teilung der Welt birgt zahlreiche Herausforderungen, darunter auch sicherheitspolitisch relevante: Hierzu gehören u.a. Machtverschiebungen zwischen den drei Weltregionen, neue Konkurrenzen um knapper werdende Nahrungsmittel und Ressourcen sowie Destabilisierungen aufgrund der schnellen Urbanisierung in armen Staaten. Es ist auch eine Zunahme von unerwünschten innerstaatlichen und grenzüberschreitenden Wanderungsbewegungen zu erwarten. Die Handlungsmöglichkeiten der deutschen und europäischen Politik sind begrenzt. Gleichwohl bestehen einige Optionen, etwa bei der Förderung der reproduktiven Gesundheit und der Familienplanung, bei Hilfen zur politischen Stabilisierung und zur besseren Regierbarkeit der schnell wachsenden Ballungsgebiete oder in der Asyl- und Migrationspolitik." Regional convergence studies have relied on net migration data in assessing the impact of migration. With heterogeneous labour, the implied symmetrical treatment of immigration and emigration cannot be justified a priori. Because of heterogeneity among migrants, gross migration flows may lead to considerable interregional redistribution of human capital even when net migration is zero. Moreover, the effects of regional economic conditions on gross in- and out-migration flows may not be symmetric. In this comparative study of regional growth and migration, the net and the gross migration approaches are compared. The results confirm ex post that the net approach cannot be justified and, despite Sweden and Norway being similar in many ways, migration has very different effects on convergence in these two countries.

The initial settlement behaviour and the subsequent mobility of immigrants who arrived in the Netherlands in 1999 are examined using rich administrative individual data. The study considers the settlement patterns of immigrants from various countries of origin who entered the country as labour, family or asylum migrants. The evidence suggests distinct settlement trajectories for asylum and other non-western immigrants. The presence of co-ethnics and members of other ethnic minorities, but also socioeconomic neighbourhood characteristics, appear to play an important role in determining location choice. Differences in the settlement and spatial mobility patterns of immigrants with various degrees of distance from the native Dutch in terms of human and financial capital, proficiency in the relevant language(s), and religion confirm the main predictions of spatial assimilation theory.

Travel-to-Work Areas (TTWAs) have been used widely by governmental agencies and academic institutions in the UK. However, the mutually exclusive areas have been questioned because the boundaries separating TTWAs are not significant as claimed and there are always some commuting trips crossing the boundaries. This paper aims to investigate the fuzziness of TTWAs by applying fuzzy set theory. The methodology of defining fuzzy Travel-to-Work Areas is described. Indicators measuring size and overlap of fuzzy TTWAs are suggested. The cartographic representation of fuzzy TTWAs is discussed. In the last section, the advantages of fuzzy TTWAs and some potential applications are proposed.

"The article covers the results of two decades of transition of Russia after 1989, putting an accent on three main issues: the configuration of the research-object (post-socialist Russia in comparison with other post-Soviet counties), the results of transition, and its main actors. The author maintains that in the Russian case of transition, transformation rather than modernization is the appropriate notion for the definition of the process during the past two decades'. In Russia they deal with the contradictory combination of a relatively successful political modernization and very controversial results in the economical domain. Neither in 1990, nor in 2000 was the modernization project fully realized. A systematic and comprehensive modernization that was set as the main transformation task in the beginning of the transition process is still at the national agenda. However, a modernization strategy is difficult to be followed both for historical reasons and current circumstances. The author considers two types of limitations impeding the realization of the modernization project - one is historically determined and one is contemporary, both with an accent on the value orientations of elite and mass groups." 'Dieser Beitrag untersucht den Begriff der Frontier hinsichtlich seiner Eignung, Migrationsprozesse an der Siedlungsperipherie tropischer Regenwälder zu beschreiben. Es werden empirische Feldmethoden der Erforschung dynamischer Siedlungsräume erörtert und zu charakteristischen Darstellungsformen der historischen und kulturanthropologischen Frontier-Forschung in Beziehung gesetzt: Dem Migrationsepos (to-the-region) und der Schauplatzbeschreibung (within-the-region). Mit dem kulturökologischen Konzept der Präadaptation und anhand dreier analytischer Kriterien, wie sie für Frontier-Prozesse im Amazonas-Gebiet definiert wurden (den konkurrierenden Gruppen, ihrem Ressourcenverständnis und der Strukturierung von Machtverhältnissen) wird die Frontier-Situation im Ituri-Regenwald im Nordosten der ehemaligen Republik Zaire untersucht. Die These lautet, dass die Akteure an der Frontier in einem institutionellen Vakuum agieren, das als Funktion des verfallenden zairischen Staates zu sehen ist. Die ökonomischen Interessen und Ambitionen der Akteure an der Frontier sind aufgrund ihrer heterogenen regionalen und kulturellen Herkunft uneinheitlich. Sie gleichen sich aber an, da an der Frontier der gemeinsame Wunsch nach Subsistenzsicherheit überwiegt. Auch der einzige global vernetzte Akteur, die örtliche Naturschutzorganisation, muss sich anpassen, da ihr Projekt unfreiwillig zum Angriffsziel informeller ökonomischer Aktivitäten wird.' Bolivien zeigt sich dieser Tage mal wieder gespalten. Auch wenn die Dezemberwahlen 2005 mit dem ersten indigenen Präsidenten Evo Morales einen eindeutigen Gewinner hervorbrachten, so halten etwa die Diskussionen über die staatliche Energie- und Ressourcenpolitik unvermindert an. Es geht dabei um die bereits vollzogene Verstaatlichung der nationalen Öl- und Erdgasvorkommen, die womöglich bald folgende von Forstwirtschaft und Bergbau sowie eine angekündigte Reform der agrarischen Besitzverhältnisse. Die Mehrheit der indigenen Bevölkerung sieht in diesem Politikwandel die lang ersehnte Realisierung einer gerechteren Aufteilung kollektiven Eigentums. Dagegen erkennen vor allem Mestizen und Weiße in den Verstaatlichungen den problematischen Versuch Morales', dem Namen seiner Regierungspartei "Movimiento al Socialismo" zur Verwirklichung verhelfen zu wollen: die "Bewegung hin zum Sozialismus". Anliegen dieses Beitrages ist es nicht zu klären, welches Szenario den Realitäten in Bolivien näher kommt. Auch stehen nicht die schwer abschätzbaren Auswirkungen der staatlichen Ressourcenpolitik im Fokus.
Vielmehr möchte dieser Beitrag die Fragmentierung der bolivianischen Gesellschaft beleuchten und anhand eines regionalen Beispiels verdeutlichen, dass interkulturelles Zusammenleben in Bolivien gelingen kann, wenn es denn ausprobiert wird.

Ziel dieses Forschungsseminars war es, im Rahmen einer empirischen, sozialgeographischen sowie landschaftsökologischen Untersuchung in Sapecho, im Alto Beni Boliviens, die Probleme landwirtschaftlicher Ressourcennutzung in einem tropischen Entwicklungsland nachzuvollziehen. Der Schwerpunkt des Forschungsseminars lag auf der Analyse der Umstellung von konventionellen auf ökologische Landnutzungsformen, um langfristig die nachhaltige Ressourcennutzung zu verbessern und somit die ländliche Armut zu verringern. Hierfür wurden politische, sozioökonomische und geoökologische Faktoren identifiziert sowie interdisziplinär verknüpft. In diesem Teilbereich der Forschung wurde der Einfluss der sozialen, politischen und ökonomischen Rahmenbedingungen auf die Landnutzungsentscheidungen der einzelnen Haushalte fokussiert. Dabei stellten Experteninterviews und teilnehmende Beobachtung unsere Untersuchungsmethoden dar.

This paper outlines the conceptual framework of the POLYNET transnational study. We explain how four key concepts - the Mega-City Region, Polycentricity, Advanced Producer Services, and Information Flows - underpin the overarching research objective: the empirical investigation of emergent urban Mega-City Region processes in North West Europe through the analysis of 'regional spaces of flows'. This analysis, using quantitative and qualitative approaches, produces new insights and raises new questions that inform important spatial policy debates on regional 'polycentricity', considered in depth in the study’s diverse regional narratives.

Building on Richardson (1972) and on the need of firms to coordinate activities with others in search for related yet different competences, we propose the results of a survey in the Italian Province of Reggio-Emilia (Emilia-Romagna, Italy). Our concerns are related, in particular, with the geography of linkages, their nature, as well as the profile of firms addressing specific types of objectives. Using categorical principal component analysis as well as correspondence analysis, we associate particular groups of motivations with firms' characteristics. Our conclusions support the view according to which the increasing complexity and knowledge intensity of economic activities requires that inter-firm linkages are considered beyond spatial proximity and that knowledge related motivations are associated with specific firms' profiles and patterns of specialisation of activities.

Despite the impressive development of the field of spatial economics, some have criticised the lack of policy applications. In addition, the literature has not yet identified the relevance of new economic geography, and spatial economics generally, for national spatial planning. This is surprising considering the interest in spatial planning policy in Europe. By combining old theories of trade and space with new economic geography, this paper applies spatial economics to national spatial planning and examines a case study of Ireland. The paper suggests that spatial economics provides a useful theoretical framework for the analysis of national spatial planning policy but suffers from deficiencies in respect of its consideration of social and environmental aspects of planning and development.

The aim of this paper is to improve our understanding of the spatial diffusion process of knowledge in terms of accessibility, and also to elaborate a new measurement and evaluation tools adapted to a concrete estimation of these phenomena.
This approach offers ways of giving an operational content to the concept of proximity. We enrich the “potential functions” used to measure geographical accessibility with the integration of the characteristics of knowledge diffusion, namely sources of externalities/knowledge, ways of transmission and absorptive capacity. We especially focus on the relational and strategic dimensions of proximity, using some developments from social networks analysis.
Such an approach leads to new empirical models for estimating the determinants of accessibility to knowledge.

Osaka City and Osaka Prefecture introduced several large-scale business site development projects in the 1980s and 1990s, such as Tsuda Science Hills, Rinku Town and Technoport Osaka. The idea was to claim Osaka’s share of anticipated growth boosted by the internationalisation of business and high-tech development, but eventually these investments proved to be failures. The case of Osaka suggests that large-scale business site developments need increasingly to be built on premises that match the requirements and demands of global knowledge economy, thus emphasising local synergy, growth mechanisms, entrepreneurship and innovativeness.

We investigate and compare the spatial distribution of manufacturing activity and its determinants in Belgium, Ireland, and Portugal using comparable, exhaustive micro-level data sets. We find some similarities between Portugal and Belgium, but little for Ireland. Moreover, there is some evidence that forward and backward linkages, R&D activity, and labour market pooling of skilled labor can be important determinants of agglomeration, although this crucially depends on the country examined.

Call centres have until fairly recently provided a significant source of employment growth in the peripheral regions of the UK. Despite the potential for locational dispersal throughout the urban hierarchy, however, call centres tend to be highly concentrated in larger urban centres and variations in wage costs between local labour markets appear to have little influence over location patterns. This paper explores the consequences of high levels of agglomeration for recruitment and retention of labour within call centres in the North West Region of England. Using survey data, various measures of labour market stress are shown to be positively correlated with urban size. The results tend to confirm that businesses are prepared to absorb the costs of concentration in order to avoid the perceived risks of labour shortages in smaller dispersed urban centres.

How best to address local concentrations of worklessness is a key question for labour market, economic development and social inclusion policy. Historically, initiatives in Northern Ireland have focused on moving 'jobs to workers', but in changed political circumstances there is now greater emphasis on encouraging the movement of 'workers to jobs'. A review of the Northern Ireland experience in the context of broader consideration of the geography and socio-institutional structure of local labour markets sheds light on the difficulties and successes in implementing both approaches. It is concluded that both have a role to play because labour market space is simultaneously 'segmented' and 'seamless'.

This paper examines the structure of state welfare expenditure in Britain. It argues that the geography of state welfare expenditure and its impacts have been relatively neglected given their importance in terms of state expenditure, regional distribution and spatial equality. It shows that welfare spending is a key component of government expenditure and that it has a distinct regional and local geography. It shows that there are distinct differences in the geographical incidence of different welfare benefits some of which function to redistribute income from the South to the North of Britain and it focuses on the geography of housing benefit as an example of what has been termed ‘spatial divisions of Welfare’.

The cluster literature suffers from a number of shortcomings: (1) cluster studies tend to relate the performance of cluster firms to their cluster location, without controlling for firm-specific capabilities; (2) cluster studies tend to overemphasize the importance of place and underestimate the role of networks; (3) cluster studies do not address the evolution of clusters. Our aim is to overcome these shortcomings and propose an exploratory theoretical framework that describes how clusters co-evolve with: (1) the industry they adhere to; (2) the (dynamic) capabilities of the firms they contain; and (3) the industry-wide knowledge network they are part of.

This article examines the hypothesis that there is an inverse relationship between specialisation in production and the symmetry of cyclical fluctuations in the regions of Europe. In so doing, an index of asymmetries for the cyclical fluctuations of per capita GDP in the regions of Europe is constructed and various geographical patterns are reported. From the sample, the Mediterranean regions show the highest levels of asymmetry. In addition, an econometric analysis of the determinants of the asymmetries in regional fluctuations is carried out. The results show the significance of specialisation in production as a determinant of asymmetries in the regions and the importance of the geographical location of a region in accounting for its level of asymmetry. Furthermore, regions whose neighbours show highs levels of asymmetry tend to show similarly high levels of asymmetry.

"In der Diskussion, was ländliche Gesellschaften ausmacht, spielt das räumliche Ordnungsmodell der Unterscheidung zwischen Zentrum und Peripherie eine entscheidende Rolle. Die 'Natur der Peripherien' soll auf drei Ebenen des Zentrum-Peripherie-Modells herausgearbeitet und hinterfragt werden: 1. Obwohl sich die Modelle von Zentrum - Peripherie und Zivilisation - Natur inhaltlich unterscheiden, werden sie nicht selten analog verwendet. Beide sind dichotomisch, hierarchisch und progressiv angelegt, weisen dem Land normativ eine bestimmte Position im Gesellschaftsmodell zu. Im Vortrag wird die These vertreten, dass in dieser normativen Ordnung der soziale Wandel der ländlichen Gesellschaft unzureichend reflektiert wird, außerdem die Wechselwirkungen und Verschiebungen zwischen den unterschiedlichen gesellschaftlichen 'Orten' nicht erfasst werden. 2. Peripherien werden als 'naturnahe', aber darüber hinaus sogar als 'natürliche' Bestandteile der räumlichen Ordnung von Gesellschaft angesehen. Unbeachtet bleiben dabei die (politischen, medialen, wissenschaftlichen und ökonomischen) Rahmensetzungen, die gesellschaftliche Konstitution des Verhältnisses von Zentrum und Peripherie. Peripherien werden in unterschiedlichen Zusammenhängen definiert und sie weisen nicht weniger unterschiedliche Entwicklungspfade auf, die wiederum Einfluss auf die Entwicklung des Zentrum - Peripherie - Verhältnisses haben. 3. Die Natur als Ort der Produktion und Reproduktion an Peripherien unterliegt differenzierten, sich verändernden gesellschaftlichen Bewertungen und Nutzungen. Als Ausdruck für die wirtschaftliche, institutionelle und ästhetische Formung der Natur hat sich Begriff 'Kulturlandschaft' durchgesetzt. Im Gegensatz zum Topos der 'Leere' soll im Vortrag die These vertreten werden, dass an den Peripherien deutliche Nutzungskonkurrenzen (z.B. Wildnis, stoffliche/ energetische Primärproduktion, Tourismus) stattfinden, die wiederum durch Zentrum - Peripherie - Beziehungen geprägt werden, und das der Diskurs über die 'Leere' keine unbedeutende Rolle dabei spielt. "Zu den Zeiten des Ost-West-Konfliktes beherrschte der so genannte Eiserne Vorhang zwischen Deutschland und der Tschechoslowakei die Wahrnehmung der grenzregionalen bayerischen und tschechischen Bevölkerung und markierte das Ende der eigenen Lebenswelt. Seit dem Ende der Ost-West-Konfrontation vor mehr als einem Jahrzehnt ist indes der Nachbar jenseits der Grenze zu einem wichtigen Faktor regionaler Politik und regionalen Selbstverständnisses geworden. Jedoch zeigt sich, dass alleine die Möglichkeit, ein grenzüberschreitendes Miteinander vor der eigenen Haustüre pflegen zu können, bislang nur bedingt nachhaltige Beziehungsverflechtungen mit sich brachte. Die im Grenzgebiet ansässige Bevölkerung beider Länder, welche einen deutsch-tschechischen Dialog mit vergleichsweise geringem Aufwand führen kann, lebt tatsächlich noch mehr nebeneinander als miteinander. Zumindest die euphorischen Erwartungen und damit verbundenen Hoffnungen nach dem Fall des Eisernen Vorhangs haben sich bis dato nicht erfüllt. Auch wenn teilweise ein engagierter interkultureller Austausch stattfindet und dieser intensiv gefördert wird, dominiert im gesamten bayerisch-tschechischen Grenzraum doch aktuell das Desinteresse der Bevölkerung gegenüber dem jeweiligen Nachbar. Allerdings sind auch regionale Unterschiede auszumachen: Der Bayerische Wald und weite Teile der Oberpfalz verharren in der Sicherheit ihres historisch fundierten Selbstverständnisses und sehen entsprechend kaum Bedarf, sich nach Osten zu orientieren. Demgegenüber ist ein solcher regionaler Bezugsrahmen der Bevölkerung im Fichtelgebirge und im tschechischen Grenzraum geringer ausgeprägt, weshalb der potenzielle Nutzen grenzüberschreitender Beziehungen verstärkt wahrgenommen und diskutiert sowie dem Nachbar vermehrt Aufmerksamkeit zuteil wird. Die stärkere Wahrnehmung des Anderen führt aber nicht nur zu einer bemerkenswerten Aufgeschlossenheit, sondern auch zu vergleichsweise negativ ausgeprägten Einstellungen gegenüber dem Nachbar. Um auf solche Befunde reagieren und Strategien für die Stärkung der regionalen Identität wie auch die bayerisch-böhmische Nachbarschaft entwickeln zu können, müssen lokale und regionale Eigenheiten und somit das Selbstverständnis der Bevölkerung ernst genommen werden. Gutnachbarschaftlichen Beziehungen, welche im Grenzraum unmittelbare Relevanz besitzen und hier einer Bewährungsprobe unterzogen werden, erscheinen unter dieser Voraussetzung durchaus realisierbar." "'Es fahren wieder Reisegruppen nach Lhasa. Damit sind die Reisebedingungen im Autonomen Gebiet Tibet, die nach den Sabotageakten vom 14. März eingeschränkt worden waren, wieder normalisiert worden.' schreibt Pai Brunsch am 18.6.08 auf einer Seite von 'chinapur' im Internet zur Peking-Lhasa-Bahn. Damit wird eingeräumt, dass es Reisebeschränkungen und einen Ausnahmezustand in Tibet gab und welch wichtiger Wirtschaftsfaktor der Tourismus zugleich ist. Ob die gravierenden Unruhen in Tibet um den 10. März 2008 herum nur von außen gesteuerte böse Agitation Einzelner waren, wie Offizielle gern glauben machen, oder ob schwerwiegende Unzufriedenheit unter den Tibetern herrscht, die nur oberflächlich durch massiven Sicherheitskräfteeinsatz und Repression gedeckelt ist, darüber gibt es - je nach Informationslage und Überzeugung unterschiedliche Meinungen. Ziel dieses Artikels ist es, den Einfluss des Tourismus als Faktor auf die Entwicklung der tibetischen Gesellschaft zu untersuchen und zu bewerten. Dabei sind Fakten wie Investitionen, Gütertransport, Import, Export, Beschäftigung, Tourismus, Bevölkerungswachstum, Pro-Kopf-Einkommen, Inflation, Erziehungs- und Gesundheitswesen, Landverbrauch und Verstädterung zu berücksichtigen, aber auch weiche Faktoren wie Bevölkerungszusammensetzung, Sprachgebrauch, kulturelle Überfremdung, Umsiedlung, subjektive Bewertung und Empfinden." We develop a diagrammatic framework that can be used to study the economic linkages between regions or cities. Hitherto, such linkages have not been the primary focus of either the theoretical or empirical literatures. We use the framework to analyse the impact of shocks that occur in one region (eg productivity improvements or increases in housing supply) on other regions, highlighting the key adjustment mechanisms and their long run implications for incomes, the cost of living, and the spatial distribution of population. Our general approach provides a framework encompassing both the New Economic Geography and Urban Systems literatures. We link our approach to these literatures and review empirical studies that quantify the key mechanisms that we have identified.

"Increases in urban populations, aging infrastructures and global environmental change have begun to highlight the need and urgency to address urban resilience through research and stakeholder-based dialog. The number of case studies for individual locations and on individual challenges - such as meeting water or energy demands - are increasing. Many of those studies reveal the complexity of managing interrelations among population, infrastructure, and institutions, though many ultimately choose a narrow, sector-specific approach to the issue. Few approaches have built on insights from complexity theory and related bodies of knowledge which are more consistent with the perspective that urban infrastructure systems are tightly coupled with one another and must respond to often subtle, long-term changes of technological, social and environmental conditions. Drawing on that knowledge, and building on insights from previous case studies, this paper explores the potential roles of complexity theory in guiding investment and policy decisions in the urban context, focusing on strategies to promote resilience and adaptability in the light of population, infrastructure, and institutional dynamics." 'Dieser Artikel untersucht die Bewegungen von Gütern, Kapitel und Personen zwischen der 'Puffer-Zone' Polen, Tschechien, der Slowakei und Ungarn, sowie Westeuropa (Deutschland und Österreich) einerseits und Osteuropa (Ukraine, Rußland, Belarus) andererseits. In dieser Arbeit wird behauptet, daß man, um die wirtschaftlichen Beziehungen zwischen diesen unterschiedlichen Staaten verstehen zu können, die historischen und kulturellen Bindungen berücksichtigen muß. Migranten und Geschäftsleute haben die Tendenz, bestehende soziale Netzwerke zu benützen, die ihrerseits in ethnische, sprachliche oder familiäre Bindungen eingebettet sind. Diese drei Formen von Bindungen haben die Funktion von Kanälen für wirtschaftliche Aktivitäten zwischen einzelnen Ländern. Darüber hinaus verfügt die politische Kontrolle über Grenzen in Form von Absperrungen, Öffnungen oder Verschiebungen über die Tendenz, Möglichkeiten für grenzüberschreitenden Verkehr und Wechselbeziehungen zu eröffnen oder zu verhindern. Die Hauptargumentation dieses Artikels bewegt sich innerhalb der konzeptuellen Literatur über Globalisierung. Der Artikel argumentiert, daß diese Phänomene eher als eine neue Regionalisierung in den Wirtschaftsbeziehungen, denn als Globalisierung in weltweitem Maßstab interpretiert werden können. Die dem Artikel zugrunde liegende Forschung fußt auf 350 Lebenslauf-Interviews, die seit 1993 in den Ländern der 'Puffer-Zone' durchgeführt wurden, darüber hinaus auf anthropologischer Feldarbeit in Märkten auf allen Seiten der Grenzen und auf einer Sammlung von Wirtschafts- und Sozialstatistiken in den Ländern, die zum Bereich der Analyse zählten.' In this paper I offer a geographer's reading of Brent Hartinger's American teen novel Geography Club. My intellectual aim is to extend work on the spatialities of the closet, especially those that appreciate both its fixity and fluidity in space. I do this by drawing out the spatial metonymy around closet space, alongside its metaphoric-material dimensions. Specifically, my reading focuses on four themes to achieve this aim: (a) the ubiquity of spatial language throughout the text, of which closet space is one part, (b) the materiality of the closet space in the narrative, (c) the metaleptic and synechdochal qualities of metonymy between the closet and the world, and (d) the placeless and fluidity as important signifiers of the closet in the main character's experience. These insights are not only meant to advance spatial understandings of the closet in more complex and dynamic ways, but also to prompt conversation between cultural studies, queer theory, and human geography.

'Die Bevölkerung der Europäischen Union hat einen Anteil von 6% an der Weltbevölkerung. Sie verbraucht jedoch 16% der weltweit produzierten Energie. Bis 2030 wird der Energieverbrauch in der EU weiter zunehmen, während die Eigenerzeugung abnehmen wird. Daher werden die Energieimporte weiter ansteigen müssen - in der auf rund 30 Mitgliedsländer erweiterten EU des Jahres 2030 werden sie rund 60% des Verbrauchs ausmachen, stellt die EU-Kommission in ihrem neuen Grünbuch zur Energieversorgungssicherheit fest. Unter den Energieträgern, von denen die Energiesicherheit Europas abhängt, spielen Erdöl und Erdgas eine quantitativ herausragende Rolle, während feste Brennstoffe (Kohle), Kernenergie und erneuerbare Energien aus unterschiedlichen Gründen geringere Bedeutung haben. Da Erdgas nach Europa fast ausschließlich über Pipelines geliefert wird, hat sich - im Unterschied zu Kohle und Erdöl - ein regionaler Erdgasmarkt herausgebildet, auf dem Russland, Algerien und Norwegen dominieren. Zur Erreichung der Zielsetzung des Kyoto-Protokolls, das bis 2012 eine Reduktion der Emission von Treibhausgasen um 8% gegenüber 1990 vorsieht, wäre eine weiter gehende Substitution von Kohle und Erdöl durch Erdgas wünschenswert. Auch daher kommt der zukünftigen Verfügbarkeit von Erdgas besondere Bedeutung zu. Da gleichzeitig mit der Herausgabe des Grünbuchs der EU die russische Regierung eine Neufassung ihrer Energiestrategie beschlossen hat, die bis 2020 konzipiert ist, liegt es nahe, die beiden Dokumente zu vergleichen. In der Untersuchung werden die entsprechenden Aussagen des EU-Grünbuchs sowie der russischen Energiestrategie gegenübergestellt und unter Hinzuziehung von Experteneinschätzungen analysiert. Dabei erweisen sich die Prognosen der russischen Energiestrategie teilweise als zu optimistisch. Aber auch die von europäischer Seite an Russland gerichteten Erwartungen sind überzogen, da Gasmengen erwartet werden, die das für Europa zur Verfügung stehende russische Exportpotential voraussichtlich weit übersteigen. Zwar gibt die russische Energiestrategie für das Jahr 2010 einen Gesamtumfang der Erdgasexporte an, der den europäischen Bedarf sowie weitere Exporte in die GUS und nach Südostasien deckt, doch ist dies für die Jahre nach 2010 und insbesondere für die Zeit nach 2020 nicht mehr der Fall. Daraus folgt, dass nicht nur die an Russland geknüpften Erwartungen überdacht, sondern auch alternative Bezugsquellen für Erdgaslieferungen in die EU verstärkt in die Überlegungen einbezogen werden sollten. Trotz aller Vorbehalte wird Russland weiterhin für die Versorgung Europas mit Energie und insbesondere mit Erdgas eine wichtige Rolle spielen. Aufgabe der Zukunft wird es freilich sein, Russland vom Weg der bloßen Produktionssteigerung bei konventionellen Energieträgern abzubringen und es dazu zu bewegen, zusammen mit Europa den Weg der Energieeinsparung und der Umorientierung auf erneuerbare Energien und damit auch der Verringerung der Treibhausgasemissionen zu gehen.' The tendency in several European countries toward an increase in commuting has sometimes been presented as one possible explanation for why interregional migration propensity has decreased. This study is an attempt to investigate the impact of job availability on migration propensity over time. Other studies have shown that the size of the labour market has an effect on migration propensity, the same effect was found in this study. However, no evidence was found that job availability has become more influential on migration over time. The process of extended commuting has thus not made commuting opportunities more important as explanatory factor for interregional migration. This result may turn the commuting migration substitution argument around, suggesting that the increase in commuting is a result of declining migration tolerance in all places, regardless of the size of the labour market.

This article contributes to the literature on the relationship between finance and growth by analysing the relationships between financial intermediation and economic growth within the regions of one country, rather than different countries. The focus on regions is relevant since regional information is more homogeneous, the legal and institutional factors are similar, and the relevant financial market is more accurately defined. Our study also incorporates the effects of a set of banking innovations. The analysis is undertaken for the Spanish regions. The results show that product and service delivery innovations contribute positively to regional GDP, investment and gross savings growth.

Die vorliegende Analyse der Temperaturschwankungen seit dem Mittelalter basiert auf Index-Kalkulationen der verschiedenen klimatischen Phasen. Für die Zeit nach 1500 liegen genauere Daten vor, die Rückschlüsse auf Landwirtschaft und Sozialgeschichte erlauben. Die Interpretation der Daten mittels einer Regressionsanalyse zeigt starke, natürlich bedingte Fluktuationen in der klimatischen Entwicklung Mitteleuropas. Insgesamt beansprucht die Studie, zu einem besseren Verständnis der Mensch-Umwelt-Beziehung beizutragen. (ICE)

Das vorliegende Working Paper fasst die wesentlichen Ergebnisse des Forschungsprojekts "Kompetenzerwerb in Tochterbetrieben internationaler Automobilunternehmen: das Beispiel der polnischen Automobilindustrie" zusammen. Das Forschungsprojekt wurde zwischen 2004 und 2007 am Wirtschafts- und Sozialgeographischen Institut der Universität zu Köln mit Unterstützung der Deutschen Forschungsgemeinschaft (DFG) durchgeführt.
Das Ziel des Projektvorhabens bestand darin zu untersuchen, wie ausländische Tochterbetriebe internationaler Unternehmen Kompetenzen erwerben. Im Zuge der Globalisierung erscheint dieser Aspekt des "Lernens" von lokalen Akteuren in verschiedenen Regionen als entscheidend für regionalwirtschaftliche Entwicklungsstrategien. Das Projekt sollte die Prozesse für eine neue Marktwirtschaft in Mittel-/ Osteuropa, Polen, untersuchen. Die ausgewählte Branche war die Automobilindustrie (Hersteller und Zulieferer). Der theoretische Ansatzpunkt lag in der Analyse von Wertschöpfungsketten, differenziert um verschiedene Formen der Aufwertung (product, process, functional upgrading) und unter Einbeziehung von Ansätzen der Globalen Produktionsnetzwerke bzw. Internationalisierungstheorien einerseits und Organisationstheorien andererseits. Diese theoretischen Vorarbeiten wurden in einem eigenen theoretischen Konzept der 'Zuständigkeit' gebündelt.
Mit Hilfe dieser theoretischen Perspektive zeigte sich, dass Betriebe tatsächlich neue Zuständigkeiten erhalten können. Voraussetzungen für diese Lernprozesse liegen vor allem erstens in konzern- bzw. unternehmensstrategischen Zuweisungen von Zuständigkeiten, verbunden mit dem Engagement auf betrieblicher Ebene. Zweitens spielt der lokale Markt, d.h. die Kundenanforderungen, eine Rolle. Plakativ gesprochen erweisen sich in der Automobilzulieferindustrie die Kompetenzen bei dem jeweiligen Direktzulieferer als so umfangreich, wie die starken Markenhersteller es wünschen. Auch hier müssen das lokale betriebliche Engagement sowie auch die Zustimmung der Muttergesellschaft gegeben sein. Insofern spielt "räumliche Nähe" eine Rolle, d.h. in Bezug auf die räumlich nahen Kunden.
Überraschend war die Einsicht, dass räumliche Nähe im Sinne des Einflusses regionalpolitischer Akteure und externer lokaler Organisationen nur im Ausnahmefall für den Kompetenzerwerb von Relevanz sind. Die Chancen für Regionalpolitiker mögen wohl gut stehen, wenn es um Ansiedlungshilfen für neue Standorte geht; in Bezug auf den Kompetenzerwerb an bestehenden Standorten stellen sich die Einflussmöglichkeiten als äußerst begrenzt dar. Dies weist darauf hin, dass Politiker bereits mit der Förderung eines bestimmten Investor-Typs (verlängerte Werkbank, Kompetenzausweitung im Produktionsbereich, konstruktionsbezogen-kundenspezifische Produktanpassung, Technologiezentrum) maßgeblich über zukünftige Kompetenzen des Betriebs entscheiden und damit die später auf dem regionalen Arbeitsmarkt nachgefragten Qualifikationen vorherbestimmen.

Mittel- und Osteuropa boomt derzeit als Investitionsraum. Das zeigt sich einerseits am Zufluss Ausländischer Direktinvestitionen, die sich innerhalb der letzten zehn Jahre verfünffacht haben. Andererseits wird dies ersichtlich anhand von Standortortbewertungen, die von multilateralen Organisationen, Unternehmensverbänden und Wirtschaftsförderern getroffen werden. So schätzt UNCTAD ein, dass Polen und Tschechien weltweit zu den beliebtesten Zielregionen für ADI zählen. Einer Studie der Economist Intelligence Unit zufolge bieten China und Indien zwar größere Wachstumschancen für Unternehmen, gelten im Gegensatz zu Mittel- und Osteuropa allerdings als risikoreicher, weshalb europäische Unternehmen einen signifikanten Teil der Ausländischen Direktinvestitionen in räumlicher Nähe zu ihren Unternehmenssitzen tätigen, insbesondere in Mittel- und Osteuropa. Eine Umfrage deutscher Außenhandelskammern unter 1.000 deutschen Unternehmern ergab, dass 90% der Befragten das Investitionsklima in Mittel- und Osteuropa als gut oder zufrieden stellend bewerten. Eine der Branchen, die einen großen Teil dieser Investitionsmittel an sich bindet, ist die Kraftfahrzeugindustrie. Mehrere hundert Fahrzeughersteller und Zulieferer haben sich in Polen, Tschechien, Ungarn oder der Slowakei angesiedelt, reduzieren dadurch Kosten, nutzten lokale Qualifikationen und erschließen neue Märkte. Doch um welche Kompetenzen handelt es sich, die dezentral aufgebaut werden? Bleibt es ausschließlich bei Verlagerung oder Aufbau von Produktionskapazitäten oder finden sich auch Anzeichen für eine Ansiedlung von wissensintensiven Wertschöpfungsschritten? Dieser Beitrag untersucht den Umfang und die Zielrichtung von Ausländischen Direktinvestitionen in Mittel- und Osteuropa und fragt nach aktuellen Trends bei der Verteilung von Unternehmensaufgaben in der Automobilindustrie.

Um die Frage zu beantworten, welchen Einfluss stadttechnische Infrastrukturen auf die Regionalentwicklung nehmen können und umgekehrt, werden in diesem Beitrag zunächst Raumwirtschaftstheorien und Methoden der Messung von Entwicklung untersucht. Regionalentwicklung ist mehr als die wirtschaftliche Entwicklung einer Region, auch wenn diese unter den vielfältigen Faktoren, aus denen sich Entwicklung zusammensetzt, eine wichtige Rolle als Garant für Arbeit und Einkommen für die Bevölkerung spielt. Daneben spielen Faktoren der gesellschaftlich-sozialen Dimension und der Umwelt-Dimension eine zentrale Rolle. All diese Faktoren stehen in Wechselwirkung zueinander. Wirtschaftliche Entwicklung wiederum ist ein dynamischer, sich selbst verstärkender Prozess, der sich aus vielen Faktoren der Entwicklung zusammensetzt. Die Innovationsfähigkeit einer Region ist essenziell für ihre wirtschaftliche Entwicklung. Innovationsfähigkeit wiederum ist eher gegeben, wenn die lokalen Akteure vernetzt sind – das heißt, wenn sie miteinander in Kontakt stehen und einen Austausch pflegen.

"Among the Central-East European transition countries the Hungarian economic trajectory seems to deviate from the others. The high state redistribution resulted in a malfunctioning welfare state. The existing level of state involvement is a consequence of the elite settlements of the early transition period. Privatization involved overwhelmingly foreign capital and avoided 'shock therapy'. Both policies have contingent effects on the existing elite configuration. An exploration of the economic elite identifies different segments with specific interests in state redistribution. The political and the economic elite have both evolved to coexist with a high disparity of incomes and a strong presence of foreign capital accordingly." (author's abstract)

Der Aufbau einer rechtlichen Basis für Wasser- und Bodennutzung ist für die jungen unabhängigen Staaten Zentralasiens von großer Bedeutung. Davon hängen der Wohlstand, die innen- und außenpolitische Stabilität sowie die Umweltsituation der einzelnen Staaten und der gesamten Region ab. Traditionelle Praktiken der Wasser- und Bodenverteilung und ihre Umformung in sowjetischer Zeit erweisen sich als eine wesentliche Bedingung für Wirtschaftstransformation und Eigentumsreformen in der zentralasiatischen Landwirtschaft. Ausgehend von der historischen Entwicklung der Wasserverteilung und des Bodenrechts in der Region analysiert die Studie vor allem zwischenstaatliche Probleme der Verteilung von Wasserressourcen. The article explores the connections between the performance of the Czech regional governments, the economic development of the regions, & the level of social capital in the regions. Analyses suggest that there is no relationship between regional government performance & the economic performance of the regions, & no relationship between regional government performance & the level of social capital in the regions. Government performance does not appear to be dependent on either of these two factors. Some positive statistical relationships do exist between the level of social capital & the economic performance of the regions. This relationship is stronger when the dynamics of the changes are evaluated -- economic growth in the period between 1995 & 2004 was significantly higher in regions with a higher level of social capital. Analyses also revealed the strong effect of another factor -- the level of human capital as measured by the education of the population -- on all the other observed parameters of the regions. The regions with more educated inhabitants recorded more rapid economic growth, a higher level of social capital, & better performing governments.

The article aims to identify the development phases in the process of the regional differentiation in the Czech Republic after 1989, & examines whether this differentiation trend is currently changing. The assumption the article's hypothesis is based on is that during recent development the basic 'parameters' of the principal features of the country's regional structure have been stabilized amidst the conditions of parliamentary democracy & a market economy. Unlike the first phases of socio- economic transition, when differentiating trends prevailed, a certain degree of stabilization can now be assumed, alongside the emergence of new trends. The development of regional differences was analyzed using indicators of GDP, the unemployment rate, entrepreneurial activity, & tax revenue from self- employed physical persons. The findings show that over the course of the 1990s regional differences intensified at both the mezo- regional (regional) level & the micro- regional level. It was also confirmed that at the turn of the millennium the phase of divergent regional development ended, & since that time regional differences have hovered around the same level.

Evaluates the potential development of Prague, Czech Republic, through a comparison with four other Central European capitals. The primary anticipated changes in Central Europe's urban system are inferred from morphological analyses of recent social theorists & from comparative sociological analysis. The predictions include the growing role of capital cities as cultural, economic, & social centers for a unified Europe. Prague's future within this frame of reference is gauged, & the city is assessed as strong in the areas of cultural, geographic, economic, & human resource development. Municipal, political, & infrastructural advancement are projected as less strong, while environmental & demographic progress are deemed limited.

This paper uses the techniques of exploratory spatial data analysis to analyse patterns of spatial association for different indicators of economic performance, and in so doing identify and describe the spatial structure of economic performance for Great Britain. This approach enables us to identify a number of significant local regimes – clusters of areas in which income per worker differs significantly from the global average – and investigate whether these come about primarily through spatial association in occupational composition or in productivity. Our results show that the contributions of occupational composition and productivity vary significantly across local regimes. The ‘winner’s circle’ of areas in the south and east of England benefits from both above average levels of productivity and better than average occupational composition, while the low income regime in the north of England suffers particularly from poor occupational composition.

The Czech Republic is used as a case study to examine the link between the development of environmental policy & the more general social & economic development of a postcommunist society. The initially progressive arrangement of environmental agencies & procedures of the early 1990s, which were in tune with concurrent development in the West, was abandoned because of the arrested expansion & diversification of the policy community. The ethos of environmental policy making in the early 1990s, which was a consequence of the special circumstances of that period, could not be maintained because there was no sufficiently strong social group underpinning & advocating these changes. This is documented by the inability of journalists to grasp & further communicate complex environmental issues & by the nonexistence of a social stratum corresponding to the 'new middle class,' from which Western environmental groups draw their support.

Im Rahmen dieser sozialgeographischen Diplomarbeit werden die regionalen Effekte von nachhaltigen Modellsiedlungen untersucht. Ziel der Arbeit ist es, einen Beitrag zur Projektstudie des österreichischen Vereins "Keimblatt Ökodorf" zu leisten, der den Aufbau eines Ökodorfes in Österreich plant. Zur empirischen Untersuchung wird im Sinne von 'good practice' das Fallbeispiel 'Ökodorf Sieben Linden' in der Altmark in Deutschland ausgewählt. Die Basis der vorliegenden Arbeit bildet die Annahme, dass Ökodörfer hinsichtlich ihres experimentellen Charakters eine Bereicherung für die Gesellschaft in Hinblick auf die Umsetzung nachhaltiger Lebensweisen darstellen. Ökodörfer schaffen Räume in denen sie nachhaltige Praktiken experimentieren und damit als Modellsiedlungen Ausstrahlungseffekte auf die Gesellschaft produzieren. Im Fokus stehen die Themen Integration und Effekte, die sich auf sozialer, ökologischer und ökonomischer Ebene beschreiben lassen. Die regionalen Effekte werden explorativ erarbeitet, wobei die Grundannahmen sich auf die Untersuchung des Konzepts der achhaltigkeit stützt und die verschiedenen Austauschprozesse mit qualitativen Methoden erarbeitet werden. Durch die Darstellung von Fremd- und Selbstbild wird zum einen die Akzeptanz in der Bevölkerung und zum anderen die Reflexion aus Sicht des Ökodorfes über den Beitrag der Modellsiedlung verglichen. Dadurch können Erfolgsfaktoren und Herausforderungen erarbeitet werden, die den 'Aufbau' von Ökodörfern begleiten. Als Ergebnis kann festgehalten werden, dass die Effekte von Ökodörfern in der Gesellschaft nicht im Sinne von Verwertung, Effektivität und wirtschaftlichen Größen gesehen werden können, vielmehr führen sie zu Rückbesinnung auf Werte wie Lebendigkeit und Genügsamkeit. Nicht die Funktionalität ist entscheidend, sondern die impulsgebenden Kräfte, die eine Inspiration in Richtung nachhaltiger Lebensweise darstellen.

The introduction of a new model of territorial development based on a bottom-up approach appears to be an entirely new process in the formerly communist countries of Central Europe. However, the ongoing process of Europeanisation in these countries is acting as a catalyst for the transmission of this model of endogenous development, a model whose principles are to highlight the specific advantages of each territory and to foster the initiatives taken by decentralised actors. 'Territorial governance' is a notion that sums up these new patterns of public policies that are in keeping with a multi-level environment. At the crossroads of European and national policies with bottom-up initiatives, taken by local stakeholders (local representatives, project managers, etc.), new patterns in territorial resetting are also appearing as part of the change in territorial governance. How does such a transfer of model take place and what effects does it imply? This paper is aimed at analysing the reception of this European model of local development by local actors and their ability for social learning.

'Der Beitrag untersucht bäuerliche Überlebensstrategien in Sierra Leone unter Kriegsbedingungen, um zu ermitteln, warum Bauern bei Nahrungsmittelunsicherheit auf traditionellen afrikanischen Reis setzen. Afrikanischer Reis hat eine ganz wesentliche Verbindung zu sokoihun (Wald-Enklaven). Diese Enklaven sind in der Landschaftsgeschichte festgeschrieben und erlangten erneut Bedeutung, als in den 1990er Jahren die bäuerlichen Gemeinden in Liberia, Guinea und Sierra Leone durch Krieg überzogen wurden. Die sokoihun lehren, wie endogene Neuerungen selbst unter widrigen Bedingungen entstehen. Bäuerliche, vom Krieg betroffene Gesellschaften könnten von einer genetischen Aufwertung des afrikanischen durch asiatischen Reis profitieren - und damit von einer Umkehr der etablierten Zuchtstrategien. Landwirtschaftliche Strategien zur Armutslindenmg profitieren von sorgfältiger Analyse des Umfeldes und vorheriger Konsultation der von Nahrungsmittelunsicherheit Betroffenen.' (Autorenreferat)

In the contemporary debate on the spatial organisation of urban regions much emphasis is put on the development of polycentric urban patterns on a variety of spatial scales. Polycentric development at the intra-urban scale of the polycentric city implies an unfolding of a spatial division of labour between the centres. This article analyses whether also on the inter-urban scale of polycentric urban regions such a trend towards complementarity can be found. Opposing trends occur, however, as the division of labour in service sector activities between the main cities of some prime examples of polycentric urban regions is diminishing.

"Ziel der Europäischen Union ist es, neben der politischen und wirtschaftlichen Integration auch die Entstehung einer Europäischen Gesellschaft zu fördern. Dies gelingt ihrer Ansicht nach allerdings nur dann, wenn ein Abbau sozio-ökonomischer Unterschiede zwischen den Mitgliedsländern und den Regionen realisiert werden kann. Empirische Untersuchungen weisen aber darauf hin, dass das gewünschte Ziel interregionaler Konvergenz bisher nicht erreicht wurde. Besonders problematisch erweist sich dabei die Entwicklung regionaler Ungleichheiten in den neuen Mitgliedsländern Mittel- und Osteuropas. Vor allem der Ostererweiterungsprozess der Europäischen Union führte in diesen Ländern zu einer rasanten Dynamik der Entwicklung von Regionen und regionalen Ungleichheiten. Ziel dieses Artikels ist es daher, die Entwicklung sowie die Ursachen regionaler Ungleichheiten am Beispiel der Tschechischen und Slowakischen Republik im Zuge des Osterweiterungsprozesses zu untersuchen. Als Hauptquelle für diese Analyse dient die Regionaldatenbank von EUROSTAT, welche um Daten der regionalen Statistikämter in beiden Ländern ergänzt wurden. Neben einem absoluten Anstieg des wirtschaftlichen Niveaus in allen untersuchten Regionen, konnte eine starke Polarisierung zwischen den Hauptstädten Prag und Bratislava, der Regionen um Brno und Pilsen sowie den Riesengebirgsregionen einerseits und den östlichen slowakischen Regionen anderseits im Zeitraum von 1998 bis 2003 diagnostiziert werden. Bezüglich der Ursachen regionaler Ungleichheiten bestätigte sich lediglich der positive Einfluss der Infrastruktur und des Beschäftigungsanteils im Dienstleistungssektor. Insgesamt ist bei der Erklärung regionaler Unterschiede von einem komplexen Zusammenspiel makrostruktureller und institutioneller Variablen sowie bestimmter Wirtschaftskulturen und produktionsrelevanter Netzwerke auszugehen." "After the end of the Cold War, the Baltic Sea Region (BSR) developed into a highly dynamic area of cross-border cooperation and transnational networking. Four types of governance beyond the nation-state are discussed here: (1) international regimes, such as the Helsinki Convention for the Protection of the Baltic Sea, (2) transnational policy networks, such as Baltic 21, the world's first regional Agenda 21, (3) transnational networks, such as the Union of the Baltic Cities (UBC), and (4) the European Union with approaches such as the 'Northern Dimension' for the development of the Baltic Sea Region. Governance towards sustainable development of the Baltic Sea Region undoubtedly requires a combination of national governance with these governance types beyond the nation-state. In this respect, transnational (policy) networks and the European Union provide promising new approaches that can complement the traditional forms of international and intergovernmental cooperation between nation-states. These new governance types represent two parallel trends: a development towards (1) transnationalization and (2) the Europeanization of the Baltic Sea Region." (author's abstract)

In this farewell lecture on the occasion of his departure as Professor of Development in sub-Saharan Africa at Leiden University and Director of the African Studies Centre (ASC), Leiden, the author starts with the vuvuzela issue as an illustration of the lack of confidence the world has in South Africa organizing and running the World Cup smoothly. He takes that as a sign that there still exists a stereotype of African incompetence, despite the social and economic progress Africa has witnessed in the last decade. He does not want to argue that African Studies have not been able to offset such a stereotype. What he tries to show is that it is not clear from the wealth of actor-oriented research in African Studies what the main social, political and economic trends in Africa are. He argues that actor-oriented research in African Studies should try to increase its relevance by contributing — through meta-analyses and comparative research — to the discussion on social, political and economic trends in Africa. Special attention should be paid to the possible rise of the developmental state in Africa. In doing so, African Studies may also substantiate its claim that it is able to challenge the universal pretensions of mainstream social science.

Regions with different levels of development are characterized by different enterprise compositions according to firm size and regional productive linkages. Using these two variables and two additional ones -the technological level and the position in the value chain-, the composition of the industrial sector in any region can be studied. In this respect, a new theoretical enterprise typology is proposed in this paper as a powerful analytical tool. Furthermore, an empirical work is carried out using a data set from the survey done to estimate the regional input-output table of Andalusia, a backward region in southern Spain. Thus, the theoretical enterprise typology is applied to the industry in Andalusia, so that some strengths and weaknesses of the regional economy are identified.

Feminist geographers state that gender relations produce spatial structures and that in turn, these structures help to maintain these relations. In order to explore this idea, this paper considers the household role pattern of women in two different economic regions with different histories of industrial activity: the textile region in Ghent and the coal basin in Limburg, Belgium. The paper emphasises the influence of these regional economic developments on the time budget of women and on the effect of their activities on their use and experience of space. It pays particular attention to the crucial role played by the social infrastructure available at different spatial levels. A comparison of both regions discloses a remarkable and lingering difference in women’s role pattern and, by extension, the male role pattern.

The aim of this paper is to analyse gender differences in the spatial distribution of unemployment. Specifically, we explore whether agglomeration can influence gender gaps in unemployment rates. In doing so, we use tools from the literature on economic geography and income distribution and we adapt them to our case. Using data from Spain, we show that the advantage of living in large cities does not affect women and men equally; agglomeration seems to favour especially the female population. Our results also suggest that the female employment premium appears only in municipalities of a certain size.

This paper examines the interdependencies between the London 'core' and the South East England 'Mega-City Region'. London's description as a monocentric city in the European Spatial Development Perspective, belies functional connectivities that make a wide area to the west of the capital a web of dense inter-urban linkages. How are advanced business services creating a functional geography that differs from binary territorial representations? What are the implications for policy and theorisation? This paper addresses these questions with specific reference to South East England and the 'core-periphery' thesis.

The UK National Lottery has been in operation since 1994. An examination of the regional distribution of awards per head of population suggests marked spatial disparities with London doing particularly well and Scotland, Northern Ireland, Wales and the North East faring much better than other regions. Such disparities also exist at English Local Authority level with funding in London and some major provincial centres doing much better than more rural authorities. Such inequalities may give grounds for concern, given that they appear to replicate those for other types of Government spending. The results of an empirical model designed to explain the spatial distribution of awards suggest that, in addition to a London effect, levels of deprivation have a positive impact. Another important explanatory variable which has a positive impact on lottery funding is the qualifications of residents which might plausibly reflect the quality of lottery bids received from an area. However, once these factors are taken account of, there is little evidence that rural areas fare badly.

Previous research has shown that the local environment is important for self-employment. The dynamics of self-employment varies between areas characterized by different labour market conditions, entrepreneurial traditions and other structural factors. This paper analyzes self-employment spells in Finland with a large register-based data set from the period 1987–2002. The main aim is to investigate the role of region-specific factors as compared with individual-specific and other factors on the duration of self-employment spells. First, the descriptive analysis shows that the exit rates from self-employment and the length of self-employment spells depend upon location (urban vs. rural area) and the cyclical trends in the economy. Second, self-employment duration is modelled using discrete time survival analysis. It is found that rural areas have significantly lower exit rates in the first years of self-employment than urban areas.
